Probation completion file shelved, incumbents cry foul

Jammu, Jan 5: Jammu and Kashmir government’s higher education department has kept the fate of hundreds of Assistant Professors of various steams in limbo with no forward movement being witnessed vis-à-vis issuing orders pertaining to the completion of probation.
Insiders in the Jammu and Kashmir dispensation divulged that the higher educating department has kept the probation completion order of hundreds of Assistant Professors appointed in the year 2016 and 2017 in limbo without any reason. Even after the submission of all the requisite documents which include Annual Performance Reports (APRs) duly attested by the college heads, there has been no forward movement in the process. “More than a year has passed since the documents have been submitted by the APs in the office of higher education department, civil secretariat. Even the vigilance clearance was sought by the department and was received by it months ago. Now when the list in entirety is prepared and ready to be signed, the higher authorities are least interested to issue the orders,” said sources.
As per the reports coming to the fore, the list of the Assistant Professors who have completed propagation has been duly prepared and simply awaiting a government nod so that the orders in this regard are issued. However, said sources, the file pertaining to the matter have been shelved sans any reason by the concerned department.
Meanwhile, the Assistant Professors rue the inordinate delay being done for the issuance of the order pertaining to the completion of their probation. According to them most of the service benefits are being denied to them with their higher officers citing incomplete probation as a reason for denying them the salary increment and other leaves.
A female assistant professor working in one of the prominent colleges of the erstwhile state had to opt for a half pay leave as her principal straight away rejected her Child Care leave application citing that the incumbent has not completed her probation and hence she has no right to either avail any child care or earned leave.
As per the reports, this AP in question was appointed back in the year 2016, has rendered satisfactory service for the period of two years, submitted all the requisite documents which include result of her classes, overall performance report and vigilance clearance. The process completed by November 2018. As more than a year has passed, why this AP is still considered unqualified for availing a child care leave is because of the non- issuance of the orders of probation completion.
Meanwhile, when contacted officials in the higher education department divulged that the file pertaining to the propagation completion of the Assistant Professors is almost ready with the file sent to the higher authorities for final approval.
