SHG alleges manipulation with website to benefit blue-eyed contractors

Jammu, Jan 7: A Self Help Group (SHG) has alleged manipulation with the website of JK Tenders by a government department, at the eleventh hour to benefit some blue-eyed contractors for a tender costing over Rs. 24 Lakhs.
The Group leader of M/s Jai Sita Ram Constructions Co. Atul Soodan informed Early Times that he had filled tender in respect of work, "Construction of Art and Craft Room and Computer room (For Strengthening) at Government High School Nagrota Prehta (Zone Mahanpur) District Kathua under RMSA Scheme. The cost of the work was over Rs. 24 Lakhs.
On the last day of filling of the tender form, he uploaded the CDR and copy of challan on the website of JK Tenders at around 11:40 AM, well in time but when he opted to fill rates, a technical glitch occurred, he said.
He further alleged that the website started showing a message, which reads, BOQ (Bid Occupied by Quantity) is protected. "This glitch was deliberately created by some RMSA officials to benefit some of the blue-eyed contractors as only three bids, which were necessary for a contrat, have been filled for the tender.
"The website was not workable for over 15 minutes as it was showing the same message, depriving him to fill the tender for work. When I took up the matter with the Customer Care Executives of JKTenders, they also informed that the BOQ part can be manipulated by the department", Soodan alleged.
The issue was taken up by SHG with District Development commissioner (DDC), during a quarterly review meeting of SHG's of Engineer's scheme. A written complaint was also submitted before the DC, who issued necessary directions.
Deputy Director Employment Kathua, DC Bhatti in turn forwarded a letter to Executive Engineer Div-IV Education department SSA/RMSA Jammu vide letter number DE&CCK/2019-20/4003-07, dated 30-12-2019, directing him to go through the contents of complaint and submit a detailed report to the office of DD Employment Kathua for appraisal of DDC Kathua.
Executive Engineer Div-IV was not available for comments as his phone was not reachable.
Director SAMAGRA Arun Dev Manhas said that the SHG could approach him and he would invite the Executive Engineer for a meeting and took required action.
