NOWSHERA, Jan 14: The Revenue Department Rajouri has been caught on wrong foot for allegedly issuing Scheduled Caste (SC) certificates to a particularl community which perhaps belong to General Category as per records.
Sources told Early Times that these incidents were mostly reported from Nowshera, Kila Dral tehsils where a particularly Vashisht Rajput community which belong to General Category has been availing Scheduled Caste certificates illegally in connivance with revenue officials in lieu of bribe for getting jobs and other government schemes’ benefits on its basis.
They further said that some families of this community got changed their records from General Category to Scheduled Caste during 2014-15 wherein the concerned Tehsildar and Naib Tehsildar made around 700-800 mutations during this period violating all rules.
Although rules say that procedure regarding changing caste is possible only through State Assembly but the department committed violation by throwing the rules into wind. If sources are to be believed around 100-150 Scheduled Caste Certificates were issued.
They further said that a local organization of All Bashisht Kshatriya Rajput Sabha Sunderbani had also filed RTI to concerned Revenue Department seeking detail of people who managed to get SC certificates from this community but astonishingly it didn’t get reply from the department. Although the people of this community has been residing in various Sub Divisions of Rajouri but mostly such cases came into light from Nowshera.
Recently, an incident came into light, where a retired government official from Vashisht community from village Bijnoa managed to get SC certificate and fought Panchayat elections held in 2018 on reserved seat using this certificate and later he won the elections. Sources said that he got SC certificate in 2014-15 by changing his records with the help of concerned officials. They alleged person also tried to get changed his wife’s category but he couldn’t do it, although he succeeded to get SC certificates for his son and daughter.
“The involvement of Revenue officials made it possible who allegedly received huge bribe against issuance of SC certificate. Many petitions are still pending with the office of Divisional Commissioner Jammu, DC Rajouri and Governor Grievance Cell but nothing has been done to probe the issue,” they said.
Pertinently, during regime of Gulam Mohammad Bakshi, the then Prime Minister of Jammu and Kashmir in 1953, the records of this community were changed and given title of Vashisht Community later this community filed petition in court demanding Scheduled Caste category.
ADC Nowshera, Shukdev Singh Sambyal, when contacted, informed that former SDM Nowshera Sachin Dev Singh had taken up issue demanding cancellation of such certificates.
