Plight of Junior Assistant Migrant Aspirants

The protection and welfare of its subjects is the touch stone of a democracy and democratic governance. Since we are living in a welfare state - now a UT and the welfare of its citizens should be the top-priority of the government. Migration in itself is a curse and the migrants are living a life of exile and are living in uncertainty. The migrant youths are no exception to it and they are left in lurch and many educated migrant youths have reached to stagnation and are over-aged and their future is bleak. The employment package for Kashmiri Migrants is the gift of the Congress government and the then Prime Minister Dr. Manmohan Singh had announced the employment and rehabilitation package for Kashmiri Migrants in the year 2008. But, very ironically still the government of the erstwhile state has failed to translate the employment package in reality and implement it in total. The present government always speaks in high volumes as far as the safe and dignified return of the Kashmiri Pandits is concerned but the harsh fact is that the government has completely failed to rehabilitate the Kashmiri Pandits since their forced exodus from the Kashmir valley. It has become a fashion now for the centre government to raise the issues and concerns pertaining to the Kashmiri Pandits in their party rallies and meetings but the ground reality is somewhat different and indeed very sad and painful. BJP government has completely failed to translate the election promise of 'Safe and Dignified return of Kashmiri Pandits' to Kashmir valley. Some of the migrants are still living a life of abject poverty in rented accommodations and quarters with no source of income.
But thanks to the then congress government that announced a rehabilitation package for Kashmiri Migrants in the 2008. The J&K Service Selection Board had advertised some posts for kashmiri Migrants in the year 2017 under J&K SSB Advertisement Notification No. 04 of 2017 under this special job package and the process to recruit the migrant youths under this advertisement is still going on. Some of the posts were filled but to a great dismay the post of Junior Assistants advertised vide above Notification No. has not been filled even after more than two years. The written test, type test and subsequent document verification process for the said posts of Junior Assistant had been held after a great hitch and after a long span of time. But unfortunately the selection list for Junior Assistants post has still not been released as yet for the reasons best known to the J&K SSB. The Junior Assistant Migrant candidates are getting frustrated and dejected over the long delay in the selection process. Some of the candidates have left their private jobs outside the Jammu and Kashmir in the hope of being appointed under the Prime Minister's Employment package for Kashmiri Migrants but to their utter surprise and disdain they are still waiting for being appointed as Junior Assistants. One fails to understand as how much time the Service Selection Board will require in issuing selection lists for the post of Junior Assistants. The candidates who have applied for Junior Assistants post are in a great dilemma as the selection lists have not been released till date even when the Lt. Governor had issued strict directions of completing the recruitment process before 31st January, 2020. One wonders that the directions of the Hon'ble Lt. Governor of J&K UT are also being put in the dustbin by the authorities concerned. The patience of the candidates who have given the written test, type test and also have undergone document verification is weaning. They are now dejected and frustrated and have to go from pillar to post and the Service Selection Board is sleeping over the matter. Earlier it was understandable that there was court stay on the recruitment process but now when the stay has been lifted, it becomes the duty of the J&K SSB to release the lists as soon as possible without any further delay as enough of their time already stands wasted due to the callous and dubious attitude of the Board as well as the government. The Service Selection Board is working at snail's pace and is only eating time. Now it is impressed on the chairman J&K SSB to take a personal interest in the matter and alleviate the frustration and suffering of the Junior Assistant Migrant aspirants at the earliest, otherwise the candidates will lose faith in the Service Selection Board and government. Is the Jammu & Kashmir Service Selection Board's Chairman listening is a million dollar question?
