Jammu, Feb 3: The executive body meeting of Jammu Kashmir Agriculture Graduate Promotee Officers Association (JKGPAOA) was held at Jammu, in which several issues were discussed.
It was highlighted that since 1988 onwards several vacancies are lying vacant but administration has miserably failed to fill the same on regular basis in time bound manner. Due to serious discrepancies committed at the end of Administration, the filling of 557 vacancies of promotees (@ 50% share) in Class-VI' of gazetted cadre posts against Direct Recruits (416 Direct Recruits appointed up to 1983 & 8 in the year 1988 & 211 appointed w.e.f 1989 to 2008) is pending w.e.f 1988 to 2005; 80% vacancies in Class-VII of gazette cadre w.e.f 28-12-2008 to till date meant for promotees are yet to be worked out and filled; Because of pending DPC/PSC of 557 promotees time to time the finalization of seniority of Class-VII is pending since decades; Presently about 60% vacancies in Class-VI' and 100% vacancies from Class-VI to Class-I area lying vacant as result fake stagnation has been caused.
It was stressed that in mind blowing mockery of rule the JKPSC in the year 1989 has selected 40 Direct Recruits in advance who have been appointed by JKAPD w.e.f 1989 to 1991 applying self-styled piece meal formula. Missing of file has been quoted as reason for extending the expiry date of the panel. 1984 batch Promotee officers pinpointed that even the association of Direct Recruits namely J&K Agri. Officer's Association Gazetted (DRs) in its representation submitted to Chairman J&K Public Service Commission & ors. vide ref. No JKA0/2018/32-42 dated: 12-11-2018 has revealed that in 1989 against 34 Class-VIl vacancies referred to Public Service Commission 67 candidates have been appointed during the year 1989 to1991 in peace-meal. The misuse of power and violation of Rule committed to appoint blue eyed persons is self explanatory from the words "Peace Meal" "Missing File" etc. etc. It was elaborated that the JKAPD followed unilateral policy of Direct Recruitment on fabricated or vacancies of Promotees; replaced rule based regular filling of vacancies with Ad-hoc/temporarY/ stop gap promotion system, multi post/additional charge assignment to single officer without taking in account qualification, eligibility & seniority etc.
