Multi- crore Health Insurance scam left without probe
Will present helmsmen fulfil past Governor's promise?

jammu, Feb 8: Governor of erstwhile state of Jammu and Kashmir Satya Pal Malik had promised probe more than a year ago in employees health insurance scheme. The question is whether the authorities in the Union Territory continue to look the other way or get the multi crore scam probed on priority.
The government in September 2018 issued the order stating that the policy has been tied with M/s Reliance General Health Insurance Company Ltd on an annual premium of Rs 8,777 and Rs 22,229 (for employees and pensioners respectively). After initial criticism over awarding of contract, Reliance General Insurance also issued a statement claiming that the company won the contract after a "rigorous and transparent competitive tender process".
However, on October 26, 2018, the then governor administration cancelled the Group Mediclaim Health Insurance Scheme for employees in the erstwhile state.
"I have ordered termination of the Jammu and Kashmir Group Medical Insurance Policy of Government employees after going into roots of the case, which turned out to be `full of frauds.' Formal orders to this effect will be issued in the next two days," Malik told news channel tonight from the banks of Dal lake when asked by the interviewer about the Policy running into Rs 20,000 cr to Rs 25,000 cr.
He said the Government hadn't even called the tenders for the policy and a front company was floated by the officers to call the tenders, which were not uploaded on the Government website.
"The amount was changed to suit the company. The tender was opened on holiday. I went to root of the case to find out which officers were involved…how much amount was involved. More employees were added to the policy to raise the amount," the Governor said in a serious indictment of the Finance Department, which was responsible for implementation of the Policy.
Malik said he called the officers involved and when the fraud was established, "I spoke to the Chief Secretary and directed for immediately scrapping the contract with the Insurance company".
However, people are questioning the stoic and questionable silence adopted by the present administration over whether any action has been taken against the culprits who "fraudulently" made the governor to approve the scheme.
The government has so far been reluctant to reveal the amount that has been deducted from the employees for the benefit of the insurance company. There are also questions being raised over why aren't the names of guilty in this case made public when the governor himself is convinced that something really grave has happened which merited the scraping of the scheme.
There are hundreds of crores of rupees involved in the process and there is a need to unearth what has went wring and where. It is now fourth month since the order was scraped and people are worried because it was not a meagre amount involved in the process that Governor has himself hinted was nothing less than scam.
