| Why mystery continues to shroud KAS-2016 Mains exams? | | Aspirants want PSC make court’s final verdict public, justify its digital marking clause | | Early Times Report
Jammu, Feb 12: Aspirants who had appeared in Kashmir Administrative Service exams in the year 2016 cry foul over the alleged management ruling the roost in the Public Service Commission them, asking the authorities to launch an official probe into the alleged prejudiced practices.
Scores of KAS aspirants told Early Times that the government in the past tried to safeguard those who were involved in jeopardising the careers of hundreds of KAS aspirants who appeared in the most sought-after exams of the erstwhile state in the year 2016.
As per the reports, Public Service Commission advertised 277 posts for KAS 2016 under the Mehbooba led government in June 2016. The preliminary exam was held in March 2017. However, right from the day prelims results were made public by the PSC, the exam process remained laden with irregularities at each stage. Turning it virtually nothing less than a saga of mismanagement right from the beginning. “With the covert nexus between some corrupt officials within the PSC and unscrupulous elements outside this institution, the merit and career of hundreds of aspirants got jeopardized. Newspapers used to be stuffed with this gross violation of norms committed by the so called highest recruitment agency. The legal ratio of candidates to be shorlisted for appearing in mains exam was outnumbered multiple times by incorporating almost 4000 dropout candidates at different occasions. It was like inviting guests to a party instead of shortlisting candidates on the basis of merit. Exam schedule was notified by the PSC three times and withdrawn twice while it was quashed by the High Court one third time in February 2018. High court directed the PSC to remove anomalies and only then conduct the examination. Subsequently the PSC managed to conduct the mains exam in July 2018 by notifying the exam schedule fourth time,” the aspirants allege.
It was informed further that the high court asked the PSC not to make selections until irregularities are done away with. However, says one aspirant in a written note to Early Times Newspaper, PSC tried to bye pass the high court by approaching Supreme Court regarding this matter. “However, SC threw the ball in the court of high court again and asked PSC to follow the verdict of HC in this case while prohibiting PSC from making the selections. During the above series of events, candidates used to protest the malpractices committed by PSC. Even the matter was brought into the notice of former Governor SP Malik. At the height of uncertainty, while the case was still subjudice, the PSC cleverly issued the final selection list on August 8, 2019, probably to avoid resentment by the candidates. Since then, the justice is never heard of again and transparency seems to be shrouded with mystery,” the aspirant said.
There are voices of concern being heard that the PSC should make things clear as to what was the final verdict of the court and how did it justify it's digital marking clause in contradiction to then standing recruitment rules of the PSC.
The government, said the aspirants, hasn’t even tried a bit to address the mounting concerns and resolve the riddle surrounding around the exam. |
