JKEEGA threatens to go on mass protest leave

Jammu, Mar 7: Jammu Kashmir Electrical Engineering Graduate Assosciation today has decided to go for one day mass protest leave in case these issues are not resolved within next 10 days during a general council meeting of JKEEGA was held at Institute of Engineers under the Chairmanship of Er. Harvrinder Singh, President, JKEEGA.
All the members were dismayed over the delay on the part of government in the notification of the Transfer Scheme SRO as submitted by the Secretary, PDD. The transfer scheme being the most pious document of the restructuring and unbundling of power development department, is very much required because as per Section 131(4) of Electricity Act, 2003 the whole process of unbundling cannot be considered complete without the notification of Transfer Scheme.
The very objective of unbundling is to provide reliable power supply to consumers and to seek increase in revenue realization out of electricity. And this objective cannot be fulfilled without the rationalization and reorganization of posts/staff including the creation of posts as proposed by the the committee framed by government vide its order no 164-PDD of 2019 dated 20-09-2019 who recommended for the creation of some new circles, divisions, subdivisions etc. in the Power Development Department before going for unbundling. It is pertinent to mention here that same proposal was also as such approved by the then SAC in its decision No. 258/22/2019 dated 22-10-2019. JKEEGA at the very outset extended whole heartedly full support to these revolutionary reforms and now the delay in fulfilling these issues is resulting in a serious feeling of despair and dismay among the hard working Engineers.
The members also raised serious concerns about the governing rules as proposed in the agenda documents of Board of Director’s recent meeting of various corporations. Some of these proposed rules were not in consonance with the existing rules of CSRs. The employees of erstwhile PDD being government employees on deputation to these newly carved out corporations shall only be governed by the provisions and rules as provided in the respective CSRs.
All the members unanimously decided to bring these issues into the notice of Lieutenant Governor and the worthy Chief Secretary for their early intervention and JKEEGA makes a fervent appeal to them to intervene in the matter and issue instructions downwards so as to notify the SRO (Transfer Scheme) as submitted by department without further delay.
