| Irrigation Deptt coverts LIS to Gravity Scheme after spending lakhs | | Poor planning before execution of project causes huge loss | | EARLY TIMES REPORT
JAMMU, May 17: The conversion of Lift Irrigation Scheme (LIS) to gravity scheme by Irrigation Department in the middle of the project has caused loss of over Rs 80 lakh to state exchequer. The abrupt change in scheme ostensibly shows the poor planning of the department before execution of project, which ultimately gave a set back to the real objective of the project.
Sources told Early Times that a Lift Irrigation Scheme in district Nowshera was converted to gravity scheme after incurring Rs 80 lakh which was made functional in 2003, but it could not provide dependable irrigation to the farmers as there were leakages in the canal due to which, Irrigation Potential of only 400 hectares was created against envisaged Culturable Command Area of 1100 acres. “The Irrigation Department made various mistakes in execution of scheme. The work was not executed in a planned manner to avoid wastage of resources. The department had not incorporated the degraded components in the project report of the scheme formulated for conversion. Moreover when the work of conversion was in hand, the pumping unit of the scheme was replaced in 2003 at a cost of Rs 20 lakhs, which functioned only for eight months and thereafter remained idle due to said conversion,” they said.
They said further adding that the pumping machinery had not been dismantled as of 2008 and the idle pumping machinery could not be retrieved as the same could be utilized in case of failure of gravity scheme however, the pumping machinery could have been gainfully utilized elsewhere. “The poor planning of the Department can be gauged from that fact that the machinery which was lying idle since last 12 year at LIS was proposed to be utilized at other LISs. But parameters of this machinery did not match with the requirement due to which it could not be shifted to these stations,” they said. |
