Favouritism galore in SWD, selective NGO awarded contract of OSCs

JAMMU, June 16: In order to help women in distress, Government ordered to establish One Stop Centres (OSCs) in ten districts of the Union Territory of Jammu and Kashmir vide order No 65 SRCW of 2020, dated10-06-2020.
Accordingly applications were invited from agencies/ NGOs and a committee was constituted by the Mission Director SREW J&K. Out of 48 applicants who submitted their Request For Proposals (RFPs), only one NGO of an influential was awarded contract to work in ten districts which include Udhampur, Reasi, Ramban, Kishtwar, Pulwama, Ganderbal, Baramulla, Shopian, Kulgam and Poonch.
The committee observed that out of 48 agencies/NGOs who submitted RFPs only one Aman Satya Kachroo Trust is fulfilling criteria laid down in RFPs by MD SREW J&K and guidelines issued by GoI Ministry of Child Development, the order reads.
The contract granted to the NGO will continue to run for years together, highly placed sources said.
The sources said that initially 12 NGOs/agencies were shortlisted by the Secretary SWD but he was transferred and the new Secretary changed the initial list and sanctioned contract to one NGO namely Aman Satya Kachroo Trust for OSC projects in ten districts of J&K UT.
Sources said that the owner of the Trust basically hails from J&K but owing to the political links he has made inroads in the offices of bureaucrats in national capital and NCR as a result of which he is significantly known in power corridors.
Several members of coordination committee of NGOs has taken the matter with administration of J&K UT and shot a communiqué to LG G C Murmu regarding the open favouritism of Social Welfare Department to a particular agency.
"If any other agency has a merit, the contract must go in its favour too but how can you select only one NGO for the purpose. It’s a million dollar question", said Mohd Ashraf, head of an agency, adding that it is a clear case of nepotism and favouritism to an influential.
It is pertinent to mention here that those NGOs/agencies who have been working more than 14-15 years were not considered while who have been working for the last a few years take the lead observed owner of another NGO, who wished not to be named.
"We have every reason to believe that the Aman Satya Kachroo Trust has influenced the new head of the department and got all the work in its favour. The said Trust seems to be in hand in glove with the Social Welfare Department and is awarded almost every contract advertised for NGOs for the last four years or so. The said person has made inroads in to the department through political support during the PDP-BJP rule in 2016-17 and since then huge unmerited benefits fell in his kitty, the members alleged
Meanwhile Mission Director SLEW J&K, Shabnam Kamili when contacted denied the allegations leveled against the Social Welfare Department and said that contract was sanctioned on laid down criteria to Aman Satya Kachroo Trust but not on favouritism.
