COVID-19: JKMSCL pulls up GMC Jammu, other institutions for not installing latest machinery

Jammu, June 16: The J&K Medical Supplies Corporation Limited (JKMSCL) has taken a serious note of the delay being caused to install the machinery and equipment supplied to the Government Medical College (GMC) Jammu and other institutions to tackle the outbreak of COVID-19 pandemic.
The JKMSCL in a letter dated 09/06/2020 addressed to principal GMC Jammu, principal GMC Srinagar and new medical colleges has expressed dismay over “inordinate delay” in the installation of machinery /equipment supplied by the corporation.
The letter which is in possession of Early Times states: “Non-installation of the delivered supplies is adversely affecting the patient care and is having a dampening effect on future supplies of critical machinery and equipment by the end user institution.
It leads to blockage of bonafide funds to the supplier of machinery/equipment who in uniequivocal terms have expressed their inability to fulfil future contractual obligations for the want of clearance of financial liabilities.”
According to the insiders, “Department of Microbiology at GMC Jammu has procured machinery, equipment and kits without matched enhancement of testing yield and quality of COVID-19 till date.”
“Purchase done in recent times by the Microbiology Department include -80 and -20 degree refrigerator. Beside this, recently, over and above 4 RT-PCR machines already present there the department demanded 2 BIORAD machines, 2 ABI RT-PCR machine on emergency basis and various kits,” the insiders said. They said, “Costly machinery and equipment have been purchased by the department on the name of COVID-19 but for the past two months the said machines were lying on the gates of GMC Jammu for many days. Now these machines have been shifted to newly created hall in the basement of the GMC Jammu. These machines have not been lifted to Microbiology department or Isolation area and have not been installed at a designated place.”
The sources said, “The HoD Microbiology GMC, Jammu, herself is a technical expert, further she is the senior most member of the Technical Expert committee for the COVID-19 related procurement created vide order no. 353-JK(HME)of 2020 dated 1.4.2020. She must know all the rules and regulations including business rule of timely installation of machinery purchased and supplied by the JKMSCL.”
They claimed: “The incumbent principal GMC Jammu has not issued necessary directions to the concerned HoDs to get these machines installed without any delay.”
