Saubhagya Scheme left contactors, poor labourers high and dry

JAMMU, June 22: Payment for the centrally sponsored scheme-Saubhagya which aimed to electrify each and every household in J&K is pending, contractors and the poor labourers running pillar to post to get cleared their dues.
The work on the scheme started in September 2018 in all the districts of J&K and works stopped in march 2019.
“A lot of hilly and remote areas were electrified which were earlier un-electrified like Tapa Dhak, Dewal Kund, Indraan, Abli Masri, Maslal, remotest habitations in Marmat like Sarak, Sarsi, Bari, Mangota, Labar, Nallah, Seren, Kalihaand all pertaining to electric division Doda”, said a PDD contactor, adding that in village Chatroo, Palmar, Padder, Nagseni, Keshwan, Malik Naar of electric division Kishtwar works were done.
“Around 13000 poles were erected by electric division Doda alone whereas around 8900 poles were erected by electric division Kishtwar for electrifying un-electrified remote habitations and besides certain improvement in 11 and LT network”, he said, adding that all such works were carried out on war footing basis by the contactors empanelled with the concerned divisions for the year 2018-2019.
“Around 22500 households were provided electric supply with the launch of such scheme in Doda and Kishtwar districts alone. Despite the providing of labour for execution of works on emergent basis and in hostile weather conditions for execution of Saubhagya works in far off areas, only 7 percent payment of labour parts has been met up of the contractors”, he added.
He said that amid COVID-19, when there is no other source for these laboures to work in any part of state or outside, these poor people are being deprived of their genuine dues.
MD JPDCL Jammu Yasha Mudgal when contacted said that the entire scheme is under investigation by the Anti-Corruption Bureau (ACB), and without clearance from the investigating agency payment cannot be released. “ACB is conducting a probe into the Saubhagya scheme. I have taken up the matter with the Administrative department and ACB, but no clearance has been received in this regard yet”, she added.
