Ditches, potholes come on road developed without tendering in Pouni tehsil

REASI, July 20: The process of e-tendering was introduced in Jammu & Kashmir in order to bring about transparency in the system but still then some of the works were carried out without tendering and the quality of work was also compromised. Sources told Early Times that a Junior Engineer of R&B department namely Rakesh Kumar Saini in connivance with then Executive Engineer R&B, Reasi and then Superintending Engineer R&B, Reasi in 2018 allotted a work to a contractor for developing the road in Sudeen Panchayat of Tehsil Pouni without following the codal formalities. “The work was allotted to the contractor without floating any tender and the people had to bear the cost of the same. Within a couple of years the condition of the road deteriorated and ditches as well as potholes have come up on the one kilometer road,” said sources.
Sources said that according to the estimates 19 lakhs had to be spent on the development of the road adding that three or four lakhs were spent on the same. They said the rest of amount went into the kitty of the engineers and the contractor since the same was a fixed match. “Just a few days back after the Early Times team visited the area the engineers filled the ditches with soil. This has compounded the problems of the residents since the whole road is muddy and it gets difficult to move around. The residents have to pay for the wrongs of the engineers and the contractor,” said sources. When contacted Chief Engineer R&B Jammu, Ashok Kumar Kikloo said that he is not aware about the case since he assumed the office of Chief Engineer only today. He said a probe would be carried and that he would direct the Executive Engineer Reasi to submit the records to his office.
Executive Engineer Reasi, Janak Raj confirmed that the Chief Engineer has asked him to submit the records within 24 hours. In the meantime, the locals have urged the Anti-Corruption Bureau (ACB) to take up the matter and take the same to logical conclusion by taking action against the guilty.
