Poonch: Former SHO ‘facilitated’ encroachment of Govt land?

Poonch, July 22: It might sound bizarre but it is a fact that the Flood Control Department Poonch has literally failed to save its land from encroachment. More shocking part of this serious issue is that a former SHO in the district was allegedly involved in facilitating the encroachment during his tenure.
Sources told Early Times that the Flood Control Department showed its total helplessness in stopping encroachment as well as in retrieving its encroached land. The Executive Engineer Flood Control Department said that he had written several letters to concerned SHO to file FIRs against the encroachers, but no action was taken.
Giving references of complaints, the officer said that his office had sent a complaint to SHO Poonch vide no. ISDP/155-57 dated 4-3-2020 regarding illegal construction of shops on Dungus Bela Khul near JK Bank Sher-e-Kashmir bridge Branch Poonch. “We again sent the complaint on the same issue vide ISDP/ 32-34 on 15-7-2020 and then vide ISDP/ 36-37 on 18-7-2020 but nothing was done by police,” he said.
The department is continuously being pressurized to issue NOC for encroached land in the Flood Zone in favour of the encroachers and many people visit the office daily regarding it, he informed.
A very startling revelation has come to fore that a former SHO was involved in the encroachment and used to help the encroachers due to his ulterior interests and more interestingly the matter is in the knowledge of District Development Commissioner Poonch, but his cryptic silence on the issues creates doubt about his intentions, they alleged.
They further said that Public Works Department Poonch had also started some developmental work in Flood Zone and for this Rs 25 lakhs were released from District Plan although Executive Engineer PWD Poonch refused to comment on this issue but he said that he followed the instructions of DC Poonch. The locals alleged that District Administration has been going soft against encroachment and spending taxpayers' money on the unfruitful works.
