Srinagar, July 22: In violation of norms, a group of employees working at Jammu and Kashmir Entrepreneurship Development Institute (J&KEDI) have fraudulently withdrawn travel allowance and excess salaries , Early Times learnt on Wednesday. The authorities, according to the sources, have also initiated a process of identifying those employees who have managed their appointments through backdoor in violation of norms.
Official sources revealed that a group of employees have withdrawn excess salaries without the approval of the competent authority.
“The excess drawls runs into Lakhs of rupees,” they claimed, adding the employees have also withdrawn travelling allowances in violation of the norms.
“The drawl of travelling allowances in favor of employees of the Institute at the rates applicable to the employees of the UT, J&K is in contravention to JKEDI Organizational Structure, Strategic plan, Services and Recruitment rules 2013, as such recoverable,” order issued by the Director JKEDI G M Dar reads. A copy of the order issued vide No. EDI/DR/125 of 2020 dated 21-07-2020 is lying with Early Times.
The director has directed the Finance Institute to calculate the amount under the wrong drawl against individual employees and affect its recovery. According to sources employees, who allegedly had withdrawn travelling allowances wrongly, were instigating other employees against the top brass of the institution. “These employees don’t want transparency in JKEDI so they are planning to sabotage our every effort by plotting protests,” an official, who wished anonymity, said. Officials’ said that JKEDI Director has also ordered the securitization of personnel files and service books of employees. A six remember committee has been constituted and directed to check at least five (5) files in a day. “The committee shall ascertain whether the employee has been appointed in pursuance of the notification issued with respect to calling of applications against a clear vacancy. The committee shall ascertain whether the employee has been appointed on the recommendation of selection committee and the committee shall ascertain whether the employee has been evaluated to the next position in accordance with the eligibility criteria and rules in vogue at the time,” reads the order. Highly placed sources that order issued by the Director with regard to scrutinization of personal file and service books of employees is all set to open Pandora’s box.
