DEO Poonch not adhering to CEO’s direction, fails to submit recounting report

POONCH, Aug 17: Alleging non-compliance of directions issued by the Chief Electoral Officer (CEO) of Jammu and Kashmir to District Electoral Officer (DEO) Poonch for submitting report regarding recounting of votes for the election of Sarpanch for Panchayat Ari, the complainant Nahida Shah said that dilly-dallying tactics are being adopted to scuttle the probe after she lodged a complaint of cheating in counting process.
Nahida Shah in her complaint had alleged that some bundles of votes were interchanged during the counting night by then AERO and other election staff under the influence of one Mohd Kousar Niazi, a Girdawar of Revenue Department, who happens to be the husband of the winning candidate Tahira Jabeen, who after getting elected as Sarpanch managed to become Block Development Chairperson (BDC) of Mendhar.
She filed the petition in the office of Appellate Authority of Poonch and got order of recounting of votes on the direction of CEO, Jammu and Kashmir. During recounting of votes it was found that some votes, ballot papers, diaries and keys of a trunk’s lock are missing.
Thereafter, District Panchayat Officer (DPO) submitted the report of the findings to DEO, Poonch for his perusal and further necessary action.
Now, Nahida Shah is alleging that the DEO is not submitting report of DPO to CEO office under the influence of Girdawar Mohd Kousar Niazi. She also alleged that some officers are trying to change the report to save the skin of BDC Mendhar, Tahira Jabeen.
Shah informed that in the meantime Crime Branch office also wrote a letter to Chief Electoral Officer, Jammu and Kashmir for no action taken in the complaint till date.
She said that in its response, Chief Electoral Officer again shot a letter to DEO, Poonch to submit the report immediately without further delay.
She made an appeal to Chief Electoral Officer, Jammu and Kashmir and Divisional Commissioner, Jammu for taking immediate cognizance of transfer of local Girdawar Kousar Niazi who is working in Block Mendhar where his wife happened to be the BDC.
