Jammu, Aug 17: As the government is mulling to introduce a public grievance portal in Jammu and Kashmir, there is a possibility about mechanism similar to that of the Public Service Guarantee Act being put in place.
As per the reports coming to the fore, the Government of India has issued strict directions to Jammu and Kashmir Government asking it to ensure strict monitoring and redressal of the public grievances in the union territory.
As per the reports the authorities here are mulling to introduce a redressal system similar to that of the Jammu & Kashmir Public Services Guarantee Act (J&K PSGA). The act was introduced in the erstwhile state in the year 2011.
The then state government enacted JKPSGA 2011 which came into force on August 10, 2011. The act was ought to provide delivery to the people of the state within the stipulated time limit and relate to the matters connected therewith and incidental thereto.
However, thanks to the questionable way of functioning of the previous regimes in Jammu and Kashmir, the act was turned defunct at large.
A senior official told Early Times that the services being rendered towards the common masses by the government departments who come under the ambit of the act continue to remain under scanner. “It is an open secret that unless you aren’t influential your work won’t be done. This is a living reality in Jammu and Kashmir and acts like JKPSGA don’t even matter a bit,” the official added.
Sources said that more than seven years have passed since the enactment of the Act, Designated Offices (DOs) in government departments seem least bothered about maintaining a register in a prescribed form wherein necessary details such as name and address of the applicant, service for which the application is given, last date of the stipulated time limit, application allowed or disallowed and date/ details of the order passed are to be recorded.
It is pertinent to mention here that there have been a plethora of measures taken by the present administration to rein in the corrupt and provide hassle free governance to the common masses who have been bearing the brunt of the anarchic system of functioning of the popular regimes of the state.
Now, with the government mulling to introduce a strong and a comprehensive grievance redressal system, chances are high that the act will find resurrection in more ways than one. Will it this time yield results? Only time is going to tell.
