JAMMU, Sept 6: The administration of Baba Ghulam Shah Badshah University (BGSBU) Rajouri has come under severe criticism due to several appointments made in the past based on favoritism and against the set norms of the University Grants Commission (UGC) particularly during the tenure of first Vice Chancellor.
Sources told Early Times that the University administration appointed a Professor as Reader without any Selection Committee, the appointment was made through only an administrative order No. BGSBU/05/1065-A to 1070-A, dated 01/06/2005 against the set norms of UGC.
They said that the alleged Professor was awarded five advance increments vide order no. 1725-1731 dated 13/07/2005. Crossing all boundaries of favoritism and much against the UGC norms within a period of one year and nine months he was appointed as Professor in 2007 vide order no. BGSBU/Estab/07/6310-25 dated 15/02/2007 when he was not having required qualifications for the post of Professor.
They further said that as per advertisement no. BGSBU/Estab/06/4222-4229 dated 10/08/2006 the candidates required to submit four copies of three major publications against which the selected Professor was having only two publications to his credit. Many well qualified, eligible candidates with international level exposure were available but none of them were given a chance to serve the institution.
He was immediately made head of a PG Department, later he was appointed on very vital position vide order no. BGSBU/Estab/09/34714-24 dated 19/12/2009. Soon he was appointed to another position through order no. BGSBU/Estab/10/44148-68 dated 25/09/2010.
Recently, the Professor was suspended because of huge financial corruption and other charges against him by the present Vice Chancellor and he is facing enquiries.
When he was caught and suspended he started conspiring and playing the community victim card and using some Panchayat Members to save him and defame the University.
In another appointment case in violation of norms where a professor was appointed as Deputy Registrar without facing selection committee only through an administrative order no.1972-1978 dated 04/08/2005.
When the PRO to VC BGSBU was asked about the matter, he said we have not received any such information and if any irregularities were found University will act on that.
