EARLY TIMES REPORT
Poonch, Sept 11: Ever since the Jammu and Kashmir has been designated as Union Territory, it was being expected that strict regulations of transfer policy will be followed but shockingly no substantial change has been seen on the ground till date and the fact of the matter is that there are still number of government officials of different departments in Rajouri and Poonch districts, who have been overstaying in violation of transfer policy.
Sources told Early Times that there is a long list of senior officials from administrative as well as police department in Poonch and Rajouri belonging to Revenue Dept, PHE, CAPD, PDD who have been sitting at one place for the last 7-8 years.
"Not to talk of lower rung employees even the gazzeted officers have been escaping transfer due to their vested interest. Although the government admits that overstaying officials give rise to corruption yet no action is taken to streamline this practice due to which the common masses become victims of apathy of the government," they alleged.
Offices of administration of both districts are full of such employees and officers, who are sticking to their chairs for years in sheer violation of transfer policy, which envisages that minimum period of any government official should not exceed two years at one place and in some cases not more than three years but here rules are being flouted, they alleged.
They said that in the police department, there are a number of officials, who have been sitting for years while there are many, who have expertise in FSL and have been deputed for executive jobs.
