Illegal appointments in corporations: ACB seeks details of recruitment process

Srinagar, Sept 12: The Anti Corruption Bureau (ACB) has sought details of the recruitment process adopted by the various corporations.
The ACB is conducting a probe into the alleged gross violation of appointments in the various government owned corporations.
Official sources revealed that there are allegations that in the past numerous violations were made in appointments, engagements in the state owned corporations. “After receiving several complaints the government had directed the ACB to look into the matter,” a senior official said.
Sources said that the ACB had sought reports about the procedure adopted in appointing the employees in the loss making PSU Jammu and Kashmir Cements Limited.
The ACB had also sought the details of employees of Jammu and Kashmir SICOP.
Sources said that in the fresh communication the ACB has sought reports from Managing Director Handloom Development Corporation about the procedure adopted in appointing the employees.
“We have sent a letter seeking details of the recruitment process of the corporation. We are doing preliminary inquiry and sought the details for the purpose,” said a senior ACB officer.
The ACB letter in possession of Early Times reads, “The Anti-Corruption Bureau is conducting a probe into the gross violation in appointments/ engagements in your department which has necessitated the below mentioned information along with the connected documents from your office.
“Engagement/ Appointment file in respect of the employees (Name withheld) and details of their regularization and approvals. Procedure adopted in appointing/ engaging such employees. Whether the employees so appointed have been promoted if so the procedure followed may also be communicated with documentary proof”.
The ACB letter further reads, “Where any advertisement has been made for appointing/ engaging such employees. The information may be sent through concerned dealing hands within three days which should reach the office of senior Superintendent of Police (ACB) old secretariat Srinagar, Matter urgent,” the letter reads.
Meanwhile in an emailed letter forwarded to Chief Secretary by the unknown power loom textile unit holder in possession of this newspaper has sought the government’s attention towards the fact that “JK Handloom Development Corporation has been adamant to destroy the power loom textile industry”.
“The corporation passed the supply orders to the blue eyed people who don’t possess any SSI Power Loom Unit; they make the supply by buying the products outside the state. This malpractice has been continuing for the last five years. The local entrepreneurs suffer a lot consequently resulting in the closure of their units,” the letter reads.
“JKHDC has been merged with JK Handicrafts (S&E) Corp and as per the new orders Hashmat Ali Yatoo (KAS) has been appointed as the New MD of the Merged Corporation. However the order has not been brought in vogue,” it adds.
“The Mission Director ICDS JK has a requirement of around 4,48,976 Mtrs of shirting fabric alone with the Dupatta of 2,52,549 Mtrs which is purely as Power Loom Textile products. They placed this order with JKHDC 22 days back. This textile items is only reserved for Power Loom SSI Unit which at S.No 298 according the circular issued by Financial Commissioner (Finance Dept.) on 11th January 2020, known as “Public Procurement Policy”
“Sir, we would like to request you to kindly instruct the JKHDC to only purchase the above requirement only from Local Power Loom Textile Manufacturing SSI Unit as has been reserved for them. Kindly instruct the MD JKHDC to incorporate the Directors Industries & Commerce Jammu / Kashmir to ensure the supply order to be procured only by the Power Loom SSI Unit holders. There should be an inspection / thorough check of the capacity of the supply of order by the party, possession of a proper DIC Registration. There should be a regular check to such malpractices that has been thwarting the welfare of the local Power Loom SSI units, such injustice and hostile environment has been the basic cause of unemployment, failure of Power Loom SSI unit holders”.
“There should be a proper check from the top only that can eradicate this corruption, malpractices and hurdles faced by the authentic Power loom SSI Unit holders” the letter reads.
