Rationalization of posts in colleges: Govt order Kashmir centric

JAMMU, Oct 9: In yet another example of open discrimination with entire Jammu region especially the college going students, the Higher Education Department’s new order on rationalization of posts is totally Kashmir centric, with Jammu based colleges as well as Cluster University gets less number of teaching posts as well as intake capacity for students.
The gross reduction in number of posts as well as intake capacity of the students is likely to deprive the students to opt for courses as well as highly qualified youth to get teaching faculty jobs in Jammu colleges.
The Higher Education Department on 1/10/2020 issued an vide order number 362-JK(HE) of 2020 on the subject, “Rationalization of posts”. However the rationalization is likely to prove death knell to the colleges of Jammu region and exposed open discrimination.
Though Jammu district has more population as well as enrolment of students in the government colleges than Srinagar, but as per rationalization order the Cluster University of Srinagar has 438 permanent teaching positions, while Cluster University of Jammu has 357 permanent posts, which accounts for 81 less posts. Similarly the intake capacity of students in Cluster University of Kashmir is 5774 posts, while the intake capacity of Cluster University of Jammu has been reduced to 44765, which nearly 1000 less than the intake capacity of Cluster University of Srinagar.
The discrimination didn’t stop here and there is no uniform method, sources said, in allotment of permanent teaching posts. “The GCW Baramulla has 160 enrolled students of Physics and has allotted 4 posts of permanent teachers, whileas GDC Kathua, which has 320 students of Physics subject but is allotted only 2 posts”, sources said, citing the 150 pages order as well as present physical strength in the colleges.
Similar reduction of posts is recorded in most of the colleges of Jammu region. An oldest college in Jammu province, the Bhaderwah College has been offering Post Graduation in Chemistry as well as Chemistry in undergraduate courses and there are more than four hundred students.
“Earlier there were 8 posts of regular faculty members of Chemistry but same have been reduced to 2 posts, while six posts have been shifted from there”, sources said, adding that in Hiranagar College and GDC RS Pura have more than 500 students of Mathematics subject and there were 2 regular teaching positions in each collge but as per reorganization order, there is no posts of Maths teacher in either college now”.
Established in year 1961, GDC Kathua had nine posts of regular teaching faculty for Physics and has over 800 students but as per new order there are only 2 regular posts of Physics. The GGM Science College has 26 regular posts of Chemistry but now 14 posts have been shifted and it has now only 12 posts. Another example is GDC Kathua, which offers Undergraduate as well as PG courses in Geography.
“It has over 1100 students and had 7 posts of regular teaching faculty but as per new order there is only one post of Geography”, sources said, adding that in this way, the department is systematically taking initiatives to close down Jammu based colleges.
GDC Mendhar has 250 students of Economics and has one post of regular teaching faculty while Geography subject has over 350 students and had two posts but now there is no post of regular faculty in this college for any of the subject.
These are some of the instances, which exposed open discrimination with Jammu based colleges, while the Higher Education department has also reduced posts in Kashmir based colleges but in case of Jammu the reduction is very huge, sources said, adding that the Rationalization order itself claims that against the enrolment of 80 students, there would be no teaching faculty.
“Tell us who will teach these 80 students. Moreover the rationalization has also been done in view of the enrolment in the first semester of Graduation. Who will be teaching these students in the remaining semesters of graduation”, an official said, adding that on one hand the government is opening new colleges but instead of creating new posts, it has been destroying the established NAAC accredited colleges on the name of rationalization.
Though in the concluding paragraph of the rationalization order, the department has sought objections from college principals within 15 days but the order has been issued and if there would be no strong opposition from teaching faculty or from Jammu, then the order would automatically be accepted and another Kashmir centric move would be executed even during Lieutenant Governor’s rule.
Expressing reservations against the rationalization order, President of College Teachers Association Rakesh Jasrotia said that they have already taken up the matter with Secretary to Higher Education department, who has assured for remedial measures. He further said that in the present form, the Association would never accept the flawed rationalization order.
