| Fraudulent withdrawal of payments against non-existing works | | Inquiry against influential JE stuck in Doda administration’s files | | EARLY TIMES REPORT
KISHTWAR, Oct 10:
In an alleged withdrawal of payments against non-existing works by a Junior Engineer of Rural Development Department Doda, the inquiry initiated by the Deputy Commissioner Doda had got stuck in the administrative files as no action has been initiated against the erring officer so far.
Sources told Early Times that despite clear evidences of misappropriation of funds by the JE and his colleagues who were either directly or indirectly involved in the nexus since the Drawing and Disbursing Powers lies with the PRIs and the Panchayat Secretary, no action has been initiated against anybody.
According to the sources, even after 8 weeks since Deputy Commissioner Doda Dr Sagar D Doifode ordered immediate suspension of Junior Engineer and ordered an inquiry into the matter through ADC Doda with the direction to submit the report along with recommendations into the matter within a week’s time positively; nothing has been done so far.
“Whereas, Tarun Gupta JE is posted in Block Dali Udhyanpur and it is alleged that he has prepared the fake bill of non-existing works like CSC Zubairabad Panchayat Roat-B Block Marmat, beside many other works in other blocks too. Whereas, he is involved in the misappropriation of the funds under MPLAD in various blocks” read the order issued by DC Doda vide No. DVO/D/Vigilance/2010/181-88 Dated 24-8-2020.
The order further reads that “Therefore, pending enquiry into the matter, Sh Tarun Gupta, J.E RRD, Block Dali Udhyanpur is hereby placed under suspension with immediate effect. He shall remain attached in the personal section of Deputy Commissioner Doda till further orders.”
ADC Doda has been told to conduct a detailed enquiry into the matter within a week time.
The official sources told the “Early Times” that the concerned JE along with some locals had established a nexus with the involvement of some more employees including some self-styled media persons and are robbing the money meant for the poor people, adding that the suspension of JE Tarun Gupta is merely eyewash.
The sources informed that the concerned JE continue to submit the back dated bills against the various works and had withdrawn lakhs of rupees on the name of some blue eyed persons and called upon the LG Administration to order an in depth probe into the conduct of the accused JE and his associates.
A senior official in RDD Department told the “Early Times” that the inquiry is being conducted by the District Administration Doda and added that they are waiting for the final report of the inquiry and assured action against the guilty employee involved in fraudulent withdrawal of payments against non-existing works.
“Let ADC Doda conclude his inquiry. We will see into the matter to be followed by the departmental action whatever is necessary” said the senior RDD official.
Despite repeated attempts DC Doda could not be reached out for a comment. |
