Thanamandi: Land encroachers grab state land amidst COVID lockdown
Pathway connecting 10 villages with main town blocked

Jammu, Nov 1: When everyone was busy fighting COVID-19 in Jammu and Kashmir, land encroachers in Thannamandi sub division of district Rajouri, made fortune by grabbing huge chunk of the abandoned state in “connivance” with the Revenue officials.
“Administration failed to stop the encroachments in ward no. 12 of the Municipal Committee at Thanamandi during the lockdown period. At least 10 kanals of land passing through the survey No. 580, 592 and 595 was encroached by some influential people with the help of Revenue officials.
Some portion of this encroached land was a footpath for the past hundreds of years. It was used by the inhabitants of more than 10 villages as it was the only way which connects these villages with the main town”, locals informed Early Times, adding that the entire exercise was carried out by the encroachers during the COVID-19 lockdown.
The encroachment started way back in 2017 but it was completed during the lockdown period, locals alleged. “Villagers are facing immense problems in daily commuting as the pathway has been encroached and only a narrow passage for water has been left,” reads the application which was submitted by the locals before the SDM Thannamandi back in December 2017.
The SDM had directed the then Tehsildar Thannamandi who in turn directed Naib Tehsildar Thannamandi for the demarcation of land passing through the Survey No. 580, 592 and 595, said the locals.
Thy said, “The Naib Tehsildar Thanamandi constituted a commission for the demarcation thrice but the process remained incomplete.”
“The Naib Tehsildar vide his office orders No. 456-57/JC dated 22/03/2018, Orders No. 465/JC dated 29/03/2018, orders No. 15/JC dated 11/04/2018 directed for demarcation but the process couldn’t take place due some revenue officials sabotaging the move. After non demarcation of land even after the constitution of commission thrice, the villagers in April 2018 submitted an application before then District Development Commissioner Rajouri”, they said, adding that taking note of the issue the DDC Rajouri constituted a commission for the demarcation of land vide his office Order No. DCR/2018-19/SQ/784-90 dated 17/04/2018 headed by Tehsildar Thannamandi.
“The Tehsildar submitted his report after hectic demarcations of the land along with revenue papers to DC Rajouri vide his office letter no. OQ/313 dated 17/05/2018 clearly documenting that four Kanals and 17 marlas of state land has been encroached. Acting upon Tehsildar’s report the DDC Rajouri issued the orders for the eviction of land and fixed the eviction date as 23/06/2018 and directed the SDM/Tehsildar Thannamandi for eviction of said land vide his office Order No. DCR/2018-19/SQ/4690-93 dated 19/06/2018. Despite the directions issued by the DDC nothing has been done on ground by the local administration,” locals claimed.
