SUNDERBANI, Nov 4: The Public Works Department (PWD) has broken all records of nepotism in this sub-division of Nowshera division in Rajouri district since benefits were showered on an individual who carried out certain works ‘illegally’ and the same were clubbed under the head of the department.
Sources told Early Times that the higher ups of PWD credited an amount of 20 lakh rupees into the account of an individual who had carried out some development works in 2016-17 in private capacity. These works were later on shown to have been carried on the directions of the PWD even no tendering took place.
“The department did not publish the tender notice in any newspaper nor was it done through the e-tendering process. The sole aim was to shower benefit on the individual who carried out two to three weeks in the Sunderbani sub-division,” said sources.
Sources alleged that Assistant Executive Engineer (AEE) PWD Sunderbani, Junior Engineer (JE) PWD Sunderbani and Divisional Engineer (DE) Nowshera are involved in the whole fraud. They said that Right to Information (RTI) application was filed in this regard in 2018 but the reply is awaited.
“The RTI was repeated few months back but this time too there has been no response from the concerned officer. This shows the non-seriousness of the people at helm who continue to give damn to the provisions of RTI Act. The Executive Engineer has not bothered to give answer to the RTI even though the matter is of utmost importance,” said sources.
Sources said that the material used in works was purchased from the open market even though there are standing instructions that the same has to procured from the stores of the PWD. The sources said that the locals have demanded that First Information Report (FIR) should be lodged against the concerned engineers and the individual who carried out the works.
When contacted, Superintending Engineer Rajouri, Basharat Bhat asked the Early Times correspondent to make an appeal in this regard. He said once the appeal is received then the journalist and the accused would be put to trial in order to ascertain the truth.
