Over 200 Higher Secondary Schools running headless since years
SED grappling with shortage of administrative posts

JAMMU, Nov 4: The functioning of the School Education Department (SED) has been deteriorating with each passing day due to non-seriousness of the Government which can be well understood from the fact that hundreds of the administrative posts in the Government Higher Secondary Schools are lying vacant since years.
They further said that about 250 Higher Secondary Schools are running headless due to which implementation of various initiatives taken by the department in the interest of students are not being taken due to non-availability of Principals. Delay on the part of the Administrative authority in taking decisions to redress this issue, the functioning of institutions facing difficulty. It has been observed that a Principal is holding the charge of a number of schools and Zones as ZEOs as well due to which it becomes difficult to do justice especially amid prevailing circumstances, they added. They further said that there is dire need of filling up of all the vacant posts of Principals in higher secondary schools according to the UT level seniority of senior lecturers even on look-after basis along with DDO Powers as per the seniority list available vide Govt Order No 1074 of Education 2013 Dated 30-12-2013 and updated vide Govt Order No 126 Edu of 2020 Dated 26-5-2020.
“There are many other issues, which are lying pending including non-release of promotion list of CEOs and equivalents as nearly 15 posts are lying vacant and adjustment of already promoted Joint Directors for effective functioning of School Education Department,” they said further adding that education department has always been ignored and considered least important, which can be gauged from the fact that there are series of pending issues, which have not been redressed with the passage of time and now they have piled up.
