Early Times Report
ANANTNAG, Dec 11: The MGNREGA staff deployed across Anantnag district is deliberately denying timely payments to workers despite the fact that the National Electronic Fund Management System (NeFMS) was implanted in the Union Territory for direct and faster release of wages under the Mahatma Gandhi National Rural Employment Guarantee Scheme.
In a recent analysis of the National Electronic Fund Management System (NeFMS), the name of Anantnag district has surfaced among the worst performers.
From 17th of July 2020, the Rural Development Department has claimed that wages payable from 17th of July 2020 were Rs 30.61 Crores. Among the 30 Crore Rupees, the department has released only Rs 10.64 Crore Rupees to workers timely.
According to figures available with Early Times, the Rural Development Department has resleaed only 35% payments to workers on time. The worst premising district in Jammu and Kashmir was Shopain were MGREGA staff has released just 5% payments to workers on time.
However in Samba, Kulgam and Pulwama district the Rural Development Department has performed up to the expectations of National Electronic Fund Management System (NeFMS) and released 79%, 67% and 60% payments timely and significantly curtailed corruption in the department.
Sources revealed to Early Times that MGREGA employees in Anantnag and Shopain districts were deliberately delaying payments to workers only to earn commissions.
"MGREGA employees delay the payments to workers only to compel them to pay bribes. Once the employees receives bribes then they proceed and release the wages," an employee, who wished anonymity said while explaining why the payments weren't being released timely.
"The only motive behind delaying payments is to exploit the poor workers," he said.
Insiders revealed that in Anantnag district, the Rural Development Department employees in close nexus with contractors have scammed the prestigious Mahatma Gandhi National Rural Employment Guarantee Scheme by withdrawing huge amounts from non-existing works.
"The officials have created liabilities of worth crores by preparing fake and fictions bills in few blocks of Anantnag district and the probes initiated against them haven't yet reached to any logical conclusion," insiders revealed.
Important to mention, the National Electronic Fund Management System (NeFMS) was launched by advisor to Lieutenant Governor, Baseer Ahmad Khan this year in the month of July.
