Babus face sleepless nights memorizing statistics as LG Sinha keeps admin on toes

ET Special Correspondent

Jammu, Dec 20: Since the day Lieutenant Governor, Manoj Sinha took charge, many of the officials are facing sleepless nights, especially in memorizing statistics about their respective assignments.
Sources said coming from engineering background, Sinha often talks to concerned officials like the Commissioner Secretaries, Heads of the Departments, and the District Commissioners and inquires about the performance of their respective departments in terms of facts, figures and other statistics.
Sources said the first thing which Sinha asks is the statistics like how many projects are being executed, “how many have been completed and what is the percentage of the work output etc.”
Sources said he also asks about the population, workforce and accomplishment of government works in figures.
Sources said that officials get phone calls from the Raj Bhawan suddenly. The LG personally at times speaks to officials for review of their performance.
A senior official told Early Times on the condition of anonymity that in the last seventy years of governance in Jammu and Kashmir, the administration was “not used to of remembering statistics about their departments.”
“The only time when any one would discuss figures was at meetings where the concerned officials would keep a file and would read the same from the papers but now officials are trying to memorize the same because you never know when you will get a call,” said the official.
Sources said as the word spread in the official circles about Sinha’s style of working, many of the officials spend “good time memorizing details about their respective departments.”
“Sahib is seen loudly reading facts and figures as if he a preparing for an exam like a schoolkid. I had never seen such a commitment in them (officials) before,” hailed a subordinate clerk of a senior official said on the condition of anonymity.
Sources said given the dynamism of the LG, who is being seen as “hard task master”, the babus have realized that working with him “wouldn’t be that easy unless deliverance on the ground is shown.”
Observers said through such personal interaction with the officials on surprise basis, the LG was “sending a message in the administration that the essence of good governance lies in being responsive towards public issues 24X7 with all resources and information well in place.”
It is pertinent to mention that since the day, Sinha took over, he has kept the administration on toes through his dynamism for deliverance of good governance.
Apart from personal visits to every nook and corner of Jammu and Kashmir, Sinha has been making the administration even accountable for deliverance of good governance.
