‘University gets 5th Registrar; 4th COE, 4th Director CDC’

Jammu, Jan 5: The Jammu University (JU) saw another major shake-up on Monday as the examination wing got its fourth Controller of Examination (COE) during the tenure of incumbent Vice-Chancellor, Prof M K Dhar.
Apart from the COE, the University got 5th Registrar, 4th Director College Development Council (CDC) and Director, Directorate of Distance Education (DDE) under Prof M K Dhar’s alleged ‘misrule’.
Prof Dhar, who has completed two and a half years of his three-year term, is trying to get it extended.
“With this change, University got its 4th COE, leaving the examination wing in complete disarray. The changes are not only too frequent but also mindless”, a senior Professor of JU told ET, adding that Colleges Development Council (CDC), another pivotal office of the University, which caters to all the affiliated colleges of the region got 4th Director.
“At the time of his joining, Sanjiv Mahajan was looking after charge COE’s post, after some time the charge of post was assigned to Prof Kulwant Singh, then Prof Rajnikant and yesterday Prof Jasvir Singh was made COE by Prof Dhar”, the Professor said, adding that Prof Rajnikant who was rewarded with the position Controller of Examination, one year ago has again been transferred as Director CDC, a position he had held earlier.
“During Prof Dhar’s tenure Prof Rajnikant became 4th director CDC, prior to Prof Rajnikant, Jai Kumar, Prof Rajnikant, Prof R K Ganjoo and Prof Avtar Singh Jasroita have held the post”, he added.
Prof Dhar allegedly wreaked havoc in JU by changing five Registrars in less than one and half year.
“In September 2019 Prof R K Ganjoo was given charge of Registrar of Jammu University, but within two months he was asked to step down, as controversy over his age landed at Raj Bhawan, since then four professors have been made incharge Registrar including Prof Rajni Dhingra on November 30,2019, on July 1, 2020 the charge of Registrar’s post was assigned to Prof Neetu Andotra, on December 3, 2020 assigned the charge of post to Prof Avtar Singh Jasrotia”, sources said, adding that prior to elevation of Prof Ganjoo, Dr Meenakshi Kilam was holding the post, when Prof Dhar joined as VC JU.
The sources said that these changes leave nothing to imagination with respect to disability created in the institution.
“Hope, Lt. Guv. Manoj Sinha who also is the Chancellor of the Universities of JK UT constitutes search committees for University of Jammu and University of Kashmir, six months before the end of term of the incumbent VCs ends,” he said that added that it’s a high time for the Lt. Governor to take note of the frequent and mindless changes at top positions in JU.
A research scholar said that in 10 months’ university saw three Deans of Research. “The VC has also played havoc with senior academic positions of Deans which as per precedence are based on seniority and had a fixed tenure of three years. The VC played his favourite game of musical chairs here as well. Likewise, the DDE got third Director during his term i.e. Prof Darshna was holding the post when he joined, then Prof Rajnikant became director and later on Prof Kulwant Singh,” he added.
“Prof Dhar completely ignored seniority and went more than 10 steps down to adjust his crony Prof Ganjoo as Dean Planning. A hue and cry was raised in writing by two senior Professors i.e. Prof G M Bhat and Prof Meena Sharma. The Jammu University Teachers Association (JUTA) also raised alarms, but due to COVID, the matter dragged on and a junior are continuing to call the shots,” another professor said.
