SRINAGAR, Jan 31: The union territory of Jammu & Kashmir has earned a bad name since it has recorded maximum number of transfer failures of PM-Kisan funds to beneficiaries among the union territories of the country during the peak of COVID-19 in 2020. “Among the union territories, Jammu & Kashmir accounted for almost 97 per cent (6,794) of the total failures During the COVID-19 lockdown period between March 23 and July 31, 2020, 11.29 lakh (1.12 million) instances of failure to transfer PM-KISAN funds to the bank accounts of beneficiaries was reported across the country,” reveals the information through a Right to Information (RTI) application.
Venkatesh Nayak, Programme Head, Access to Information Programme of Commonwealth Human Rights Initiative (CHRI) had filed the RTI with the Union Agriculture Ministry. The RTI reply said that Ladakh reported the second highest number of transfer failures (110). While the states accounted for more than 99 per cent of the total failures (11.22 lakhs), the UTs accounted for 0.62 per cent (7,012) of the total figure.
The reply said that Madhya Pradesh accounted for the largest number of failed transactions (7.29 lakh) at 64.55 per cent among all states. “Maharashtra with more than 85,000 transfer failures (7.54 per cent) and Karnataka with more than 55,000 failures (4.94 per cent) are at second and third place respectively. Bihar is at fourth place with more than 51,000 failures reported (4.52 per cent).
“Uttar Pradesh with almost 48,000 failures (4.24 per cent) fared at 5th place. The five states accounted for almost 86 per cent of total figure of transfer failures during the COVID-19 lockdown period. Almost 44 per cent of transfer failures remained to be sorted out at the time the CPIO sent the dataset,” said the data revealed by the Central Public Information Officer (CPIO).
The reply said that Chandigarh accounted for only one case of transfer failure of PM-Kisan fund while three are reported from Lakshadweep and 13 from Dadra & Nagar Haveli and Daman & Diu. Region-wise, Central India with Madhya Pradesh and Chhattisgarh accounted for the highest proportion of transfer failures at almost 66 per cent.
