Fail to submit information of pending liabilities of SSA, RAMSA, SAMAGRA
5 CEOs ignore directions of DSEJ

Early Times Report

Jammu, Feb 3: The alleged lackadaisical attitude of the Directorate of School Education Jammu against the officials for not complying with its directions can be gauged from the fact that despite repeated directions around five Chief Education Officers have failed to submit the information regarding pending salaries and liabilities of teachers under SSA, RAMSA and Samgra Shiksha.
Sources told Early Times that the undue delay in submission of information has multiplied the problems of teaching community. The DSE Jammu had issued an Order No. DSEJ/Acctts/2021/10583-95 dated 29-01-2021 to all the Chief Education Officers for providing information about pending salaries and liabilities with format giving name wise and school wise information. The order further reads that referring the Letter No. DSEJ /Acctts/ 2021/ 9539-50 dated 9-1-2021, all CEOs are directed to submit the requisite information related to pending requirement of salary and other liabilities Name-Wise and School-Wise under SSA/RAMSA/ SAMAGRA Shiksha till date in respect of the Headmasters-RAMSA, Master-RAMSa, Head Teacher-SSA, RRET, RET, Teacher Grade-II, Teacher Grade-III in the prescribed format.
Though the CEOs of Kishtwar, Poonch, Reasi, Udhampur and Kathua provided the information but the CEO Jammu, Rajouri, Ramban, Samba and Doda failed to comply with the directions and their reports are still awaited. The concerned CEOs have to collect information from the Zonal Education Officers (ZEOs) and due to their delay in providing information the report could not be submitted to DSE Jammu, they added.
Order further reads that before the release of funds to the concerned CEOs for further release in favour of subordinate DDOs, one more chance is provided to the claimants as well as DDOs concerned to assure that the information so provided is complete and correct as per record and no employee with pending liability is left, which again shows that the directions of DSE Jammu are not being taken seriously.
Astonishingly, the order further reads that the information submitted by the concerned CEOs shall be uploaded on the official website of the directorate for seeking objections from the claimants by or before 31-1-2021, which means only two days were given for seeking objections.
“It has been months since the salaries of teachers under SSA have not been released. Even the arrears of 7th Pay Commission as well have not been given to teachers,” they said.
