Early Times Report

Jammu, Feb 5: After the transition of erstwhile Jammu and Kashmir State into a Union Territory many things have changed. But the menace of begging continues to haunt the denizens.
Beggars are seen from Lakhanpur to Kashmir they are omnipresent everywhere. The political regimes in the erstwhile State had made tall claims about working out a solution to address the menace of begging but their assertions remained confined to papers only.
Recently Rajasthan government launched a campaign to make the state “beggar-free.” Initiating the campaign from Jaipur city, the government provided shelter to 43 beggars in the city. Moreover, they will also be taught about yoga, sports and computer.
Named as ‘Kaushal Vardhan Kendra’, the shelter house will aim to make the beggars employable as well. “Once it succeeds in Jaipur, it will be further taken to other districts of the state,” officials of the Rajasthan government were quoted as having said.
An analyst while talking to Early Times said, “The Jammu and Kashmir administration should take a cue from Rajasthan Government and take an initiative to make these beggars employable. J&K can become a beggar free place if the concrete steps are taken to discourage this practice.”
He said, “The begging during the past few years has turned into an organized business. The miscreants use children, women and handicapped persons as baits to gain sympathy and alms from the people.”
An observer said, “Since the day erstwhile J&K State has been turned into a Union Territory lit of developments have taken place. The things which looked impossible in the old setup have turned into a reality.
If the helmsmen shift their focus towards helping the people who have somehow got into the habit of begging and work towards eradicating this menace it will be a big service to the people of Jammu and Kashmir.”
He said, “The surveys that have been conducted from time to time indicate that children and women are forced to beg due to threat and coercion.
Very few people opt for begging out of their own choice.”
