CEO Rajouri faces wrath over order to detach influential teachers
Around 400 teachers attached in DSE Jammu/Srinagar, CEO, DIET & ZEO offices

JAMMU, Mar 14: The Chief Education Officer (CEO) Rajouri, who only few days ago, ordered detachments of all the influential teaching staff attached either at Director School Education Jammu or in any other department in District Rajouri had to face the wrath from the senior officials, who immediately revoked the orders.
As per the details available with Early Times, nearly 400 teachers/Masters in all the 20 Districts of Union Territory of Jammu and Kashmir are working in attached capacity in Director School Education Jammu/Srinagar, CEO offices, DIETs, election cells and ZEO offices throughout the Union Territory at the cost of clerical staff who had been sidelined by these influential teachers/masters nexuses.
Taking note of students sufferings, CEO Rajouri, Chowdhary Gulzar Hussain ordered detachments of all the attached staff from the office of Director School Education Jammu- the directions for which was earlier issued from the office of Principal Secretary School Education wide Order No Edu-Adm/19/2020 Dated 20-7-2020 in which 27 employees of the department including Teachers/Masters/Lab Assistant were identified working in attached capacity at DSE Jammu and were asked to immediately report at original places of postings.
Instead of supporting the decision of the CEO Rajouri which is in the interest of the student community, the CEO Rajouri was reprimanded with the allegations that he had not followed the set procedure and issued the order without getting approval from DSE Jammu.
DSE Jammu not only cancelled the orders issued by CEO Rajouri, but also initiated an inquiry against CEO for concealing the facts, non-compliance of the orders of the Administrative Department /Directorate of School Education, for issuing orders exceeding his jurisdiction, and for willful disobedience and mal-administration.
As per DSE Jammu order 604-DSEJ of 2021 Dated 13/3/2021, CEO was asked from time to time to submit proposals affecting rationalization of teaching staff in the government schools, report of detachments of teaching staff from offices of education/other departments along with reasons/justifications as same information is still awaited, reads the order, copy of which is available with Early Times which further reads that instead furnishing the details , CEO on 12/3/2021 issued an order and some employees on pick & choose basis, including those deployed by administrative department/ Directorate were ordered to be detached and their salaries were withheld .
The Order also read that CEO/ZEOs in the district have deployed teaching staff in their offices & for ministerial work in other offices on written/verbal orders without the approval of the competent authorities.
It has also been observed by the Directorate of Education that CEO has often been found to delay information and non-willingness to use digital platforms resulting in a lack of transparency and management of human/material resources.
“Conduct of CEO, Rajouri in concealing the facts, non-compliance of the orders of the Administrative/Directorate department and issuing orders exceeding his jurisdiction amount to gross misconduct and order issued by him on March 12 & 13 are an eyewash & willful disobedience to mislead with the objective of stopping the Directorate from acting against his misconduct” DSE order reads.
Shoket Mehmood, Joint Director of School Education has been asked to conduct a detailed inquiry for willful disobedience by CEO leading to mal- administration and chaos and confusion in the Rajouri district.
It is pertinent to mention that CEO Rajouri holds multiple charges and the decision for detachment of all the teaching staff was taken after issues were raised by the public with incumbent Deputy Commissioner Rajouri during various public outreach programs.
DC Rajouri after acting on the public complaints directed the CEO Rajouri to implement the 20-7-2020 order issued by the administrative department ordering for immediate detachments of such employees.
Following DC Rajouri’s directions, CEO though issued the order of detachment but he was unaware that destiny had something else to wait for him in the form of DSEJ order who not only cancelled his orders, but also ordered an inquiry against him.
