FCS&CA fails to stop illegal importation of livestock in Kashmir

ANANTNAG, Mar 14: Despite orders, the enforcement wing of the Food Civil Supplies and Consumer Affairs Department, Kashmir has failed to stop the illegal importation of livestock in Kashmir.
The allegations of favoritism have also surfaced against a team posted at Lowermunda Qazigund for checking and stopping the illegal importation of livestock in Kashmir.
Director Civil Supplies and Consumer Affairs Department, Kashmir on Friday directed all Assistant Directors of his department to implement the Government Order vide No. 56-CA&PD of 2009 dated 02-07-2009 which gives the department enough powers to confiscate the livestock and auction the same so that general public gets a sign of relief.
In 2009, the Government issued this order after the mutton dealers and retailers refused to sell the meat to consumers on the rates notified by the Food Civil Supplies and Consumer Affairs Department.
According to sources, a total number of 14 trucks laden with sheep crossed Jawhar Tunnel and entered into the valley.
“The trucks were stopped by the FCS&CA team which remains posted at Lowermunda Qazigund from the last two weeks. Later all the trucks were allowed to move instead of seizing them according to government orders and directions of the Director Civil Supplies and Consumer Affairs Department,” a valley based mutton dealer claimed.
Mehraj-U-Din Ganie, who heads Mutton Dealers Association Kashmir, said that the Government must adopt the policy if it has otherwise the practice of stopping trucks at Qazigund will be another extortion point.
“If stopping or seizing trucks laden with sheep will bring the situation under control then we will support otherwise it will be another corruption point,” he opined
Tehsil Supplies Officer Vessu Mohd Ashraf, who was heading the enforcement team, told Early Times that he had stopped three trucks and later allowed them to move towards Budgam and Srinagar respectively.
“We are stopping trucks here,” he told Early Times over the phone and evidently saying that he wasn’t obeying the orders of his Director.
Assistant Director FCS&CA Anantnag Wali Mohd contradicted his Tehsil Supplies Officer and said that the team deployed at Qazigund stopped five trucks. “We had stopped five trucks and at the same time conveyed to respective Assistant Directors. If the trucks reach the concerned offices then they will be auctioned and if not then they will be booked as we have their all details,” he said.
He said that earlier they had fined some trucks who were caught importing livestock without documents and permission.
The Assistant Director said that few truckers might have managed to cross Qazigund as the department doesn’t have any fully functional check post.
