Booking slot for learner license is still a distant dream; thanks to mafia

jammu, Mar 16: Even as government has allowed ITIs and Polytechnics colleges to issue driving licenses, mafia operating in Transport Department, especially in offices of the RTOs across J&K, appears to be more powerful than authorities.
It is all due to nexus between officials of the RTO department and this mafia that most of people who want to get learner licenses failed to book slot for test. Even as authorities have authorized ITI and Polytechnics College Jammu to issue learner drive licenses to the people, still slot is not available on-line. For Jammu district no slot is available for the month of April and May as of now. A slot for test for getting learner licenses is available in the month of June only.
"It is all due to nexus between mafia and some officials of the Transport Department that people are not getting slot for learner driving license test", sources said and added that even after getting slot after four-month waiting clearing test was not possible without taking mafia into confidence.
With an objective to clear backlog, J&K government has authorized the Skill development Department to issue driving licenses to the people. Government has taken this step after observing that people were facing hardship in getting driving licenses and process is being unnecessary delayed due certain loopholes in the process adopted by the Transport Department.
Notable the process of issuing driving license was completely digitized and norms were changed sometimes back since then the system on the verge of collapse.
As per the new norms, the candidates have to book online slot and go through the skill test to get driving license. Earlier, there was no skill test for candidates to get driving license.
19 ITIs and Polytechnics across Jammu and Kashmir have been allowed to issue Learner Driving Licenses by the Transport Department.
