JKPTCL: Managing Director, Chief Engineer lock horns over transfer of 23 JEs

Jammu, May 11: The Managing Director of Jammu and Kashmir Power Transmission Corporation Limited (JKPTCL) and Chief Engineer of Transmission Wing Jammu are virtually locking horns over the transfer of 23 Junior Engineers (JEs).
According to the details available with Early Times the Chief Engineer had requested the Managing Director to defer the implementation of the transfer order of the JEs in wake of the outbreak of second wave of COVID-19 but the MD has reportedly taken a strong exception to it.
According to documents in possession of this newspaper, the Managing Director JKPTCL Jammu vide order no: 39-MD/JKPTCL of 2021 dated 30/4/2021 had issued transfers/adjustments of 23 Junior Engineers from one division to other divisions of the department in Jammu as well as in Udhampur. All the transferred JEs were relieved on the very same day as it was mentioned in the order that all the transferees were deemed to be relieved with immediate effect.
However as the transfer order was issued during the peak of pandemic and amid lockdown restrictions the JEs expressed their reservations before the Chief Engineer to join the new places of postings. “It is not possible to for JEs to make arrangements at their new places of posting such as food, shelter, travelling in view of lockdown restrictions, unavailability of public transport and suspicion among residents to give accommodation on rent to new employees”, the JEs reportedly informed the CE, and appealed him to get the transfers deferred till the end of pandemic’s peak and ease in lockdown restrictions.
Sources said that considering the genuine grievances of JEs, the CE sent a communiqué to MD JKPTCL vide order number CE/JKPTCL/J/3/1290-98 dated 3/5/2021 which reads, “.....in view of ongoing pandemic situation and wide spread of Covid-19 virus the order issued may kindly be deferred till pandemic is over as dislodging of JEs in this situation might affect smooth functioning of ongoing all urgent works and maintenance of power supply. Once the pandemic is over the same order can be implemented. Submitted for favourable consideration”.
However the Managing Director took strong exception to the communiqué of Chief Engineer Transmission Jammu and vide order number: MD/JKPTCL/Adm-III/3679-80 dated 5/5/2021 shot a letter, which reads, “Refer your letter number CE/JKPTCL/J/3/1290-98......In this connection strong exception has been taken with regard to your communication regarding dislodging of Junior Engineers. Transfer/adjustment is a routine administrative exercise mandated by the government and adherence to the transfer calendar issued by Government order number 948-JK(GAD) of 2020 dated 15/10/2020....”.
There is no doubt that as written by MD that transfers/adjustments is a routine administrative exercise but that only under normal situations but Covid-19 is a pandemic and the special situation warrants special consideration but MD’s adamant attitude signals towards something serious in the matter. “Appealing MD to defer transfers till the pandemic is over is a genuine concern but what purpose these transfers at this crucial and dangerous time will solve is known to the MD”, an engineer of the department said and appealed the Lieutenant Governor administration to take cognizance of the matter and defer the transfers for time being.
