Accuse Excise Deptt of violating its rules in allotment of new licenses

Jammu, May 27: Launching a scathing attack on the Excise Department as well as the JK UT Administration for deliberately destroying the traditional wine traders of Jammu and giving window to the outsiders to intrude into this business in the newly carved UT, the Jammu Wine Traders have asked the government to either restore their licenses or bring in rehabilitation policy for them.
Besides, Jammu Wine Traders accused the Excise Department of violating Excise Act 30 in allotment of new licenses through an auction which was held last month. Addressing a press conference, the members pointed out several lacunas in allotment of new liquor vends licenses.
“The Excise Department has been trying to give temporary licenses for two months to the new licensees in violation of Excise Act 30,” alleged Digvijay Singh, member Jammu Wine Traders Association. He further added that the attempt was being made to give smooth passage to those, who had not completed their formalities yet.
Revealing the startling facts about the e-auction held for new liquor vends by the Excise Department, Digvijay said around 120-130 licenses were secured by UP and Punjab businessmen through proxy in e-auction by using domicile of Jammu people. In this way, the Department has opened a path for liquor mafia of other states in JK UT.
The continuous opposition of people in many areas for not allowing opening of new Wine shops in their areas clearly shows that the Excise Department had compromised NOCs which are needed from the local residents before issuance of licenses.
“There are several formalities in the shape of NOCs which are required from the Municipality, SSP of concerned district, District Magistrate were not sought from those who managed to get license in e-auction,” said Charanjeet Singh, President of Jammu Wine Traders.
It has been witnessed that the liquor from Punjab, Haryana was recovered by Jammu Kashmir Police, which was being transported from another state to JK UT illegally and being sold clandestinely, which again vindicates that liquor mafia of above mentioned states have started their activities, he alleged.
