ULB officers defy Director’s order

Srinagar, May 27: The officers working as Executive Officers at several Municipalities across Kashmir have refused to implement the very first order of Director Urban Local Bodies in which she had asked them not to undertake undue transfers without seeking permission from competent authority and rescind all such previous orders.
The order was issued by Director Urban Local Bodies Kashmir shortly after the charge.
The Director ULB Kashmir in her detailed order said that she received a representation from the employees wherein it has been alleged Chief Executive Officer or Executive Officers of Municipal councils and committees were affecting transfers without taking approval from competent authorities.
“The transfer policy of the government (regarding this) is very much clear and no officer at the level of municipal council or committee is authorized to transfer employees without seeking approval from the competent authority,” reads the order.
The Director ULB Kashmir not only directed the officers to desist from affecting transfers and relieving employees to other committees from yours but asked them to rescind all such transfers they have affected without seeking permission from the competent authority.
However, a month later, Early Times learnt from reliable sources that most of the officers haven’t implemented the order and haven’t yet relieved the employees who were transferred illegally by the executive officers.
According to sources, the officers having vested interests were shielding those employees who have managed their entry into the department illegally.
“In Urban Local Bodies Kashmir, a group of employees don't even have a first appointment order,” they said, adding if the order is implemented the backdoor entries will get exposed automatically.
An officer, who wished anonymity, said that major municipalities and committees were defying the orders of Director ULB Kashmir with impunity. “They even don’t worry about the dereliction of duties or action the director was promised to take against them for not implementing the orders,” he added.
Acting upon the directions of the Director ULB Kashmir, Executive Officer Municipal Committee Watergam has relieved back its two employees to Municipal Council Baramulla.
