Jammu, June 8: Annoyed over posts given to junior most officers in Kashmir province, the State Forest Service (SFS) and Indian Forest Services (IFS) officers have urged Raj Bhavan to order a probe into the matter.
Sources informed Early Times that in Kashmir province several Range Officers are holding the post of Division Forest Officer (DFOs) in some districts, while many senior officers SFS and IFS have been given insignificant posts.
“Violation of seniority norms has given rise to resentment among the SFS officers who are far senior to them (Range Officer). Many officers are kept attached for months and are taking salary without work”, sources said, adding that the junior officials working at higher posts was resulting in poor performance of the Forest Department.
“Two Range Officers (ROs) in Kashmir holding post of DFO Social Forestry Baramulla and DFO Social Forestry Kupwara. Another junior officer is working as Regional Director Social Forestry Kashmir, the post is equivalent to Conservator of Forest. Another ACF, a junior level officer working as Regional Director Pollution Control Board J&K, while many senior SFS Officers, were superseded to adjust these junior officers”, sources divulged.
They further said that an official held three posts in Kashmir, while a female officer got the top position.
“An official is holding three charges against government policy of posting one officer at one post. While a female officer in-charge DCF is holding the post of Joint Director Forest Protection Force”, sources claimed.
“We request Lt Governor Manoj Sinha to order an enquiry through Commissioner Secretary Department of Forest, Ecology and Environment regarding violation of seniority norms,” they said.
They alleged, “An official who has managed to controversially become in-charge DCF is working as Conservator Srinagar Circle.”
“Many officers who are confirmed DCF are still working as DFOs which is a junior post than conservator in the territorial wing of the Forest Department. This has resulted in huge resentment in SFS officers as no action has been taken against those responsible for pick and choose culture even worse than seen in some previous governments ten years ago”, they said.
