WPRs face discrimination even after abrogation of Articles 370, 35A
Their daughters still ineligible for “Ladli Beti” scheme
7/6/2021 12:14:02 AM
Benefits of PM Awas Yojna, other central schemes yet to reach them
Early Times Report

Jammu, July 5: Despite abrogation of Article 370 and 35-A, the daughters of West Pakistani Refugees (WPR) are not eligible for “Ladli Beti” scheme as the officials are reportedly still been demanding State subject to avail the benefits of the scheme.
Apart from the Ladli Beti scheme, the WPRs are still bereft of the benefits of Prime Minister Awas Yojna and other schemes sponsored by the Centre.
Showing the application to avail the benefit of Ladli Beti scheme, Rajinder Kumar a WPR refugee from Bishnah informed Early Times that he had applied to avail the benefit of Ladli Beti scheme for his daughter born on 21/9/2019. “I am painter by profession and got the income certificate from the Tehsildar but when I approached the Child Development Programme Officer (CDPO) office Bishnah, the clerical staff present there demanded State-subject. “I had attached a domicile certificate with the application form but they refused to entertain the same and asked to bring State-subject to avail the benefit”, Kumar said.
Another WPR Rajesh Kumar said that he along with several other WPRs have been deprived of the benefits of Ladli Beti scheme.
Pertinently under the ‘Ladli Beti Scheme’, the Union Territory administration monthly deposits Rs 1000 in the bank account of the girl from BPL/PHH categories. When the girl attains the age of 21 years, she is to be provided Rs 5 lakh for her marriage under the Scheme.
Apart from the benefits of the Ladli Beti scheme, the WPRs are still deprived of the benefits of some other Union government schemes. “I fall under BPL category and had applied for financial assistance to construct a house under Prime Minister Awas Yojna but to avail the benefit the authorities demanded State-subject, which we don’t have”, Kewal Kumar, a WPR from Suchetgarh said.
President of West Pakistani Refugees Action Committee (WPRAC) 1947, Labba Ram said that it was most unfortunate that despite abrogation of Article 370 and 35-A, the WPRs were still deprived of several schemes including Ladli Beti scheme, PM Awas Yojna, compensation for the land coming under Circular road.
“I had met the Lieutenant Governor on February 2 and had apprised him about the denial of benefits of the Ladli Beti scheme to the daughters of WPRs. He had passed instructions to the then Chief Secretary but nothing has been done”, Labba Ram said, adding that a few days back, he had personally called to PMO Dr. Jatinder Singh and had apprised him about denial of various benefits to the WPRs. “Dr. Singh had assured and passed instructions to the bureaucrats but it appears that the bureaucrats are creating hurdles to give benefits to the WPRs”, Labba Ram said
He further said that even the border firing WPR victims were denied any compensation under the scheme for firing victims. “Anger is simmering among the WPRs and if UT administration fail to provide benefits to WPRs, it will badly harm the prospects of BJP”, Labba Ram said.
Director General, Women and Child Development J&K, Mir Tariq didn’t pick up his phone for comments.
