JKTMA urges DG (Codes) to remove pay anomalies

Jammu, Aug 29: Jammu Kashmir Teacher/Master Association (JKTMA) urged the Director General (Codes) Finance to remove the Pay anomaly among 2009 batch Teachers which arises after implementation of seventh Pay commission SRO 193 . " Earlier basic pay of all the Teachers of 2009 batch was same(11170 Rs) and also have same date of first increment(1-07-2010) but after implementation of seventh pay commission and choice to exercise option under Rule (5) of SRO 193 the teachers whose first in-situ was due between August to December 2021 become aggrieved as their basic pay was fixed less(39,900 Rs) as compared to other 2009 batch teachers whose first in-situ was due between January to July 2021(42,300 Rs) due to Choice of option under rule (5) of SRO 193 " Singh added.
Rakesh Singh said, " There is a great confusion among DDOs , Clerks and Among Teaching community about clarification issued by Finance department regarding exercise of option under rule (5) of SRO 193 O.M No A/Clar(2018)-11-1110 and on basis of this clarification some DDOs had extended benefit of option of Rule(5) to teachers whose first in-situ is due up to December 2018 but many other DDOs have not extended it's benefit to their teachers due to which junior teachers basic pay is fixed 42,300 Rs which is higher than their senior teachers (39,900 Rs) thus created pay disparity among Juniors and seniors which is against the right of equality under article 14. Association urged to Director General Codes finance and Director School Education Jammu to issue formal order to all DDOs who earlier refused to implement this clarification regarding exercise of option under rule(5) due to misinterpretation that extend the benefit of same to all 2009 batch teachers whose first in-situ was due between August to December 2021 in order to remove the pay disparity among beneficiary Junior and aggrieved senior teachers. Singh also urged to Principal Secretary B.K Singh to clarify the issue of admission fees to be collected from 1st to 8th class in Jammu Kashmir UT keeping in view RTE act 2009 which states that free and compulsory education is be provided to students from 6 to 14 years of age. Others issues raised by Association are T.A to IC MDM/Book Distribution teachers for month of June and July .
