Influential, rich plan to construct hotels near Golf Course
Area falsely declared ‘Non-Green Zone,’ claim activists

Pahalgam, Nov 1: Nearly after ten years, the picturesque Pahalgam Golf Course is again facing threats as a group of influential and rich people are planning to construct hotels close to the Golf Course which the local activists claim have been falsely declared ‘Non-Green Zone’.
The local activists have filed complaints with LG’s Grievance Cell and also with Pahalgam Development Authority, following which the CEO of PDA has written to the Chief Town Planner.
“A representation has been received from the above mentioned person with some observations regarding Master Plan Pahalgam-2032. The representation detailing concerns of the applicant is enclosed for further appropriate (action) at your end,” CEO PDA wrote to CTP on 7th of last month.
However, the Chief Town Planner hasn’t communicated back to CEO PDA on this issue.
Mushtaq Pahalgami, who filed a detailed representation with Pahalgam Development Authority, claims that area around the Pahalgam Golf Course was kept as Green Zone (No Construction Zone) in the existing Master Plan but off late it the area has been deliberately declared as commercial zone.
Pahalagmi told Early Times that will approach Jammu and Kashmir High Court if the local authorities fail to resolve the matter.
“This is unfortunate the Chief Town Planner hasn’t yet even responded,” he told Early Times.
In 2010, Pahalgam People's Welfare Association filed a PIL in J&K High Court after it noticed that the Master Plan 2005-2025 was full of flaws.
“The Green and fragile zones in Pahalgam were declared No-Green Zones and paved the way for the construction of hotels and other commercial structures in ecologically sensitive areas.
The High Court in response to the litigation banned all kinds of constructions and directed the authorities to come up with a new Master Plan for the famed spot.
The government formed a committee to frame the Master Plan 2032 and after five years, the government finally approved the revised Master Plan in 2015 and the same was submitted in J&K High Court. This master plan-2032 protects all environmentally fragile areas of Pahalgam, say PDA officials.
However, Muhstaq Pahalgami local activist from the famed spot, recently out a major flaw in master plan-2032 after he came to know that the some people were planning to raise constructions around Pahalgam Golf Course and had in fact approached to PDA for getting permissions for the same as the area around Golf Course has been declared permissible.
“It has been under a conspiracy to benefit some particular people,” he alleged.
Pahalgami said that construction, if allowed around the Golf Course, will damage its scenic beauty and sensitivity. “It is high time that LG Manoj Sinha intervenes and protects this Golf Course,” he added.
According to reports, the area around Pahalgam Golf Course particularly behind the Golf Club has been designated permissible on the directions of the former Chief Minister.
