Early Times Report

Nowshera, Nov 9: Despite a blanket ban on attachment of government employees, Irrigation and Flood Control (I&FC) Department, Nowshera Division in Rajouri District continues to provide a window of attachment to allegedly blue eyed employees.
According to the sources, the I&FC Department Nowshera has a total cadre strength of five draftsmen, including head draftsman, but there are seven draftsmen in the department, as two employees from outside are enjoying their attachment.
“A senior officer has managed to attach two blue eyed employees in the department by throwing rules and regulations to the winds,” said sources, adding that the senior officer continues to patronize ‘blue eyed’ employees despite prohibition on all kinds of attachments in every government institution. Sources said that the government has time and again reiterated that all the employees should be detached and relieved to their original department and in this regard a number of circulars have been issued.
“Defying the government orders, senior officer in the Irrigation and Flood Control department Nowshera is running parallel system by arbitrarily attaching employees,” said sources, adding that one of the employees has been attached on the behest of a district level officer, whereas another one has been accommodated by a senior officer.
When contacted, Division Engineer Nowshera said that the department has cadre strength of five draftsmen, including one head draftsman. He, however, admitted that they have two extra draftsmen.
Talking to Early Times, Superintending Engineer I&FC Rajouri said that he will look into the matter.
Asked how these employees were attached, the Superintending Engineer maintained silence.
