Attachments of ‘influential’ teachers going unabated

Jammu, Nov 27:Notwithstanding tall claims of the authorities to ensure deployment of adequate staff in the schools of rural areas, attachments of influential teachers in approachable schools are going unabated.
Students of most of the schools in rural and far-flung areas are suffering due to the non-availability of teaching staff. Some influential teachers, who were transferred in the rural areas, have managed attachments in city’s schools which already are over-staff.
In April this year, a circular has been issued by the Directorate of School Education regarding the attachment of teachers in violation of orders of the J&K government.
“It has been observed that Joint Directors, Chief Education Officers and Zonal Education Officers of Jammu Division in violation of Government instructions/orders deploy/attach teaching staff in different offices without approval from the competent authority which creates administrative indiscipline in the department”, the circular reads.
“It is accordingly enjoined upon all the Joint Directors, Chief Education Officers, and Zonal Education Officers of School Education Department not to effect any deployment/attachment of any teacher/Master (teaching staff) at their level within their Districts /Zones. However, if any exigency arises, all such cases of deployment/attachments wherever required shall be forwarded to this office for prior approval”, the circular stated.
It was mentioned in the circular that while effecting any rationalization, the subordinate officer shall obtain prior approval from the Director School Education for the same.
“Any deviation of the circular instructions shall be viewed seriously and disciplinary action as warranted under rules should be initiated against the concerned”, the circular warned.
Recently some cases have been exposed in which influential teachers were attached in approachable schools.
Sources said that the circular of attachment is only for common teachers but influential teachers are still getting themselves attached in the schools situated near their houses.
Those at the helm of the affairs have maintained a blind eye towards the ongoing attachments of influential teachers at the cost of the students of rural areas.
