Project misses several deadlines, swimmers at receiving end

Jammu, Dec 25: The casual approach of the Jammu and Kashmir Sports Council (JKSC) can be gauged from the fact that the much awaited up-gradation work of “All Weather Swimming Pool” at MA Stadium here has missed several deadlines.
Sources in the department told Early Times that due to the dilly dallying approach of the JKSC, the swimmers are at the receiving end and the swimmers have been deprived of their regular practice for the past 2-years.
A High Powered Committee in February 2019 had shortlisted the project under languishing project and funds to the tune of Rs 3.50 Cr were released and deadline of August 2019 was set for its completion but the Engineering Wing of Council failed to take off the project even of the lapse of one year of its announcement by the Committee.
They further said that later JKSC allotted the work to a contractor through tender in February 2020 and the deadline of December 2020 was set but again the work could not be completed and missed the deadline.
“Due to delay in completion of up-gradation work of All Weather Swimming Pool, the swimmers have been facing many hardships,” they said.
They further informed that although the roofing work of the project has been going on but that too on snail pace and the material can be seen scattered on the site.
The swimming pool was constructed and inaugurated in 1993 by the then Governor of J&K KV Krishna Rao and the Sports Council was given the responsibility to manage its affairs and functioning.
“It has been 28 years since its establishment, JKSC failed to provide a heating system to make it an all weather swimming pool as due to its absence the swimming activities remained suspended for more than six months in a year,” they added.
Some experts while talking to Early Times informed that JKSC has not made any alternative arrangements for the regular swimmers.
“Although there are two all weather swimming pools, one at Amar Singh Club and other at Jammu Club and both are autonomous bodies of government, JKSC should have signed MOU with these bodies to avail facilities for regular swimmers but it didn’t bother to take up the matter,” they said.
