Early Times Report

Jammu, Dec 29: The year 2021 began with the gruesome selective killing of jeweller Satpal Nischal and this spree of targeted killings of non-locals is still going unabated in Kashmir Valley thanks to inept and publicity-hungry administration.
On January 1, 2021, terrorists killed a jeweller Satpal Nischal, who had been running a jewellery shop in the heart of Srinagar for the last nearly 50 years.
The 70-year-old jeweller was killed for obtaining a domicile certificate that allows people who have lived in Jammu and Kashmir for more than 15 years rights to purchase immovable property.
The Resistance Front (TRF)-an offshoot of Lashkar-e-Toiba (LeT) had taken responsibility for the gruesome killing.
Although terrorists continued to kill non-locals after repeated intervals, the month of October witnessed unprecedented attacks on non-local migrant labourers in Kashmir Valley. First time in the history of Jammu and Kashmir, migrant labourers have started a mass exodus from Kashmir Valley because those at the helm of the affairs have failed to revive their shattered confidence.
Instead of taking effective steps to stop migrant labourers, higher-ups in the J&K administration remained busy in giving misleading feedback to Union Government.
Furthermore, crores and crores of rupees are being spent on publicity through different funds to give an impression that the situation is normal in J&K.
The repeated targeted killings of migrant workers have created a fear psychosis among thousands of labourers, belong to different parts of the country, working in various sectors across Kashmir Valley.
“First time during we were feeling unsafe in Kashmir”, a told media persons”, a migrant labourer had told media at Jammu.
In the month of October, Jammu railway station and bus stand witnessed the influx of migrant workers. The fear-stricken workers along with their families reached either at the railway station or bus stand to go back to their homes.
Jammu railway station was flooded with migrant workers as people are seen sitting inside and outside the station to manage tickets for further destinations.
Four to five lakh migrant workers usually work in different sectors in Kashmir Valley. Due to the shortage of skilled and unskilled labourers in J&K, construction agencies usually hired workers from outside the UT for developmental works.
Furthermore, thousands of people from UP, Bihar, Rajasthan, and Chhattisgarh arrive in Kashmir Valley to earn their livelihood by doing petty jobs. In Kashmir Valley majority of the carpenters, masons, painters, and street vendors are migrant workers.
During the apple season, the number of migrant workers increases manifold as local apple growers engaged workers from outside J&K for the package and other jobs. As apple season is at its peak, currently, a large number of migrant workers are working in the Valley.
The work of the brick-kilns in Kashmir Valley completely depends on these migrant workers. Every year additional one lakh workers arrive in the valley to work in brick-kilns.
