Non drawl of bills of completed works under capex budget in Marwah
Panchayat Secretary having links with ANEs suspended

KISHTWAR, Jan 2: In a significant development with regard to non-drawl of bills against the completed work under capex budget in remote Marwah block, Deputy Commissioner Kishtwar Ashok Kumar Sharma has ordered immediate suspension of Panchayat Secretary who had been in past questioned for his link with militants, beside also order for withholding of the salaries of I/C Block Development Officer Marwah, Executive Engineer ReW, AEE ReW Kishtwar, I/C AE ReW Marwah and also order for issuance of termination of two Technical Assistants with immediate effect.
As per the details available with Early Times, DC Kishtwar vide ORDER No: 179 DDCK of 2021 dated: 1-1-2022, the copy of which is available with Early Times states, “Whereas, a deputation consisting of Sarpanches & Contractors approached this office on 30th of December 2021, with a plea that bills under District Capex for which the work has been executed are not being drawn by the concerned authorities in Block Marwah and the VLWs and JEs/Technical Assistants are not performing their legitimate duties for preparation of these bills” adding that “District Panchyat Officer Kishtwar, Block Dev. Officer Nagseni who is holding the additional charge of Block Dev. Officer Marwah along with Technical Assistants and VLW Pethgam/Yourdoo/Qaderna-B/Dehrana-A were called in the office and were directed to complete the bills of all the completed works and draw the bills in full or part as per the works executed on spot”.
DC Kishtwar stated that the deputation again approached him on 1st of January 2022 and inform that no bill has been drawn by the concerned Officials/Officer.
“As reported by District Panchyat Officer, Kishtwar some bills were submitted to the treasury without geo tagging which is the sole responsibility of concerned VLW” read the order.
“Pending enquiry the salary of Block Dev. Officer Nagseni holding the additional charge of Block Dev. Officer Marwah is kept with held with immediate effect. He is further directed to explain the reasons within two days of non drawl of bills of all the completed works in Marwah Block. Dilshad Ahmed MPW Panchyat Pethgam/Yourdoo/Qaderna-A, Dherna B, Block Marwah is placed under suspension under Sub Rule (2) of Rule 31 of J&K, Civil Services (Classification, Control & Appeal) Rules , 1956 with immediate effect and is attached with the office of Sub Divisional Magistrate Padder. 50% suspension allowance as admissible under rules is also sanctioned in favour of the suspendee.”
DC Kishtwar ordered that the salaries of Executive Engineer ReW, AEE ReW, AE ReW are with held with immediate effect and are directed to explain the reasons for non drawl of bills of the completed works in Block Marwah. He appointed Sub Divisional Magistrate Marwah as an inquiry officer and directed the SDM to recommend action against the defaulters in the light of order issued from his office within 15 days.
Assistant Commissioner Development has been directed to issue termination notice to both the Technical Assistant posted in Marwah Block.
Speaking to Early Times, the angry people of Marwah put whole blame on the lackadaisical and corrupt approach of MPW Dilshad Ahmed for lapse of the funds as a result of which the poor people who had executed the work well on time had been deprived from their legitimate money and demanded stern action against him as well as against other guilty officials.
