District Admin Reasi under scanner over FRA claims clearance, DFO not taken on board in approval of claims

POONCH, Jan 21: The District Administration Reasi has come under scanner over the clearance of Forest Right Act (FRA) claims as the concerned Divisional Forest Officer (DFO) was reportedly not taken on board before giving clearance to the proposed claims.
As per document information available with the Early Times, the around eight claims were received by the District Level Committee (DLC) with recommendation from the Sub District Level Committee (SDLC) Reasi for granting of rights under Schedule Tribes and Other Traditional Forest Dwellers Act 2006.
The said cases were discussed in the District Level Committee in the meeting held on 16-09-2021 in absence of the concerned DFO who was one of the members of the committee. Interestingly, the DLC sent a letter to the DFO requesting the officer to sign the proceeding notes as well as the certificates of granting Forest Rights.
When a letter reached the concerned DFO, the officer refused to sign the proceeding notes as well as certificates. In response to the letter, the officer said that neither she attended nor she had any information about the DLC meeting referred to in that letter therefore it is not legally right for undersigned to sign the proceeding notes of the DLC meeting as well as certificates of granting forest rights.
She further said that under FRA Rules, rest members of DLC who has attended the meeting, are duly competent to sign the proceeding notes of DLC meeting as well certificates of granting forest rights as per merit with simple majority.
The officer further said that she has not attended the meeting so he doesn't find it right to sign these documents besides after scrutiny of these enclosed claim files in above said letter, undersigned noticed major discrepancies, files incomplete, technical kinks but such objection is here of no matter against already passed, settled claims with simple majority by DLC under FRA Rules, if so. All these communications between District Administration Reasi and DFO clearly shows that rules were violated in granting FRA claims.
When Early Times correspondent contacted the DDC Reasi for his version, he didn't respond to the messages sent to him regarding FRA claims.
