Husband of Sarpanch Balnoi-Poonch hijacks functioning of panachayat, makes payments

POONCH, Jan 30: In a gross violation of Panchayati Raj Act, husband of Sarpanch Balnoi of tehsil Mendhar of district Poonch has allegedly hijacked the functioning of entire panchayat in connivance with the concerned officials while carrying out embezzlement of funds.
Showing their strong resentment on the misconduct of the husband of the Sarpanch, the concerned Panches brought resolution against the Sarpanch demanding her removal from the position due to alleged activities of her husband in the Panchayat.
It has been observed that the Junior Engineer, Gram Rozgar Sevak (GRS) and Panchayat Secretary are actively involved in the misdeeds of the husband of Sarpanch as the payments of various developmental works in the panchayat were transferred in the account of alleged husband instead of the account of Sarpanch.
It has been alleged that the Sarpanch, Naseem Akhter, has failed to attend even a single meeting of Halqa Parichayat in the last three years of her tenure and she has totally misused her position by misappropriating with the funds allocated under different heads and schemes for overall development of the Panchayat.
They alleged that her husband Mohammad Sharief has hijacked the functioning of the Panchayat. They informed that the members of the Panchayat have already informed the concerned authorities about the role of the husband of the sarpanch, who often calls himself as Sarpanch and has attended lot many official meetings of PRIs as Sarpanch of the Panchayat.
The husband of the Sarpanch always carries the stamp seal of the Sarpanch to do official work with regard to the Panchayat and he is the person who put the final seal on finalization by putting stamp, seal and fake signatures of the Sarpanch. Copies of the payments which were transferred to the accounts of husband of Sarpanch and her close relatives were also submitted to the authority concerned. Nearly an amount of Rs 50 Lakh has been fraudulently transferred to the account of Husband and close relatives of the Sarpanch. The concerned officials didn't respond to the calls of this correspondent.
