Pehle Form Bharne Ka: Mission Wapsi goes ‘Munna Bhai way’ !

Early Times Report

Jammu, Mar 30: Even as the Jammu and Kashmir administration launched the “much hyped” Mission Wapsi to eradicate the drug menace in Srinagar, now the same seems to have been stuck in the process of submission of online forms “as happens in red-tapism”.
Whereas the governments generally come up with helpline phone numbers in such cases, the Srinagar administration has come with a process of submission of online forms to either contribute for fighting the drug menace or to get rehabilitated. The online form, which has been posted on the official portal of the administration, reminds one of the popular dialogue from the Sanjay Dutt starrer Munna Bhai MBBS.
In one of the scenes in the movie, Munna Bhai asks college Principal Dr Astana: “Woh bahar casualty mein koi marne ki halat mein raha to usko form bharna zaruri hai kya?”
The dialogue continues to be big hit since the release of the block buster as people look it as “redtapist approach towards humanitarian issues.”
Here the Srinagar administration has released a form which states:
“An Initiative launched by the District Administration Srinagar J&K for eradication of Drug Menace,” reads the heading.
“Under this initiative Citizens of District may enroll with the District Administration through the above mentioned weblink as a Volunteer to help in Reporting / eradicating the Drug menace from their areas. The Victims of Substance / Drugs who want to get rehabilitation facility / counselling from the District Administration they can also enroll on the above mentioned weblink,” the official portal states.
The portal, however, doesn’t clarify if the volunteers will be paid any honorarium nor it states clearly if the identity of those who fill up the form till be kept in secrecy.
The development has left the youth even annoyed. “If the government wants us to be volunteers why can’t it pay something to us? If millions can be spent on musical concerts, why no stipend for the volunteers?” asked a delegation of youth in Srinagar on the condition of anonymity.
A doctor treating cases of drug addiction said ideally the government should have come up with a helpline phone numbers for the rehabilitation of the addicts. “But here what is being done is just like that dialogue from the Munna Bhai... Too much of redtapism being introduced,” the medico said.
The government, however, has been saying that the Mission Wapsi is a successful drive and that it will curb the menace of drug addiction through people’s cooperation.
“Actually fighting drug menace is not possible without peoples participation and hence introducing of online forms was a must,” said an official on the condition of anonymity.
