Govt order couldn’t sustain till serial no 100 for transfers of 403 JEs

Jammu, May 2: “In the interest of administration, the following transfers and postings of Junior Engineers (Civil) of PW(R&B) department with the state position of approximately 05 years and above at same place/wing are hereby ordered with immediate effect”, govt order no. 149-PW (R&B) of 2022 dated 25/02/2022 read in which 403 Junior Engineers reshuffled, but unfortunately the objective of this could not sustain till serial no. 99, as the official mentioned with the number managed his choicest posting with 15 months of his previous transfer.
This is not only single case, but there are over several dozen cases of pre-mature transfers/posting have been reported in the above said order. “Serial number 99, 101 and 116 have managed their new posting within 15 months of their previous transfer, vide order ni32-PW(R&B) of 2021, dated 22/01/2021, while serial number 118 govt order no. 149-PW (R&B) of 2022 dated 25/02/2022 also managed his posting after three years”, said JE on the condition of secrecy, and added there were several JEs working at same place/wing, even beyond the time period mentioned in this order did not get find any mention in this transfer order.
“We are like the “Children of a lesser god”, bureaucrats should respect of their own words at least. We heard prior to the issuance of this order, some people in civil secretariat, were asking money for transfer. Since we are at same place/wing for last more six years, we thought, the government will transfer us on the basis of merit. But it did not happen”, said the angry JE from Jammu posted in REW, adding that same is the case of their counterparts in Kashmir.
“The JEs posted in different departments in Kashmir division, beyond stay of five years in same place/wing, have reportedly submitted to the administrative department”, the JE said, adding that but in the meantime, the Lt. Guv should take these deliberate lapses seriously and the Raj Bhawan on its own should conduct an enquiry.
“The PWD in recent past have reportedly put some cognizable act of a Chief Engineer (now retired) under carpet, but his misdeeds are in public domain, such approach from administrative department brings bad name for the Raj Bhawan as well”, said another JE. He said that Raj Bhawan should order an inquiry into the transfers of lists of JEs issued vide govt order no. 32-PW(R&B) of 2021, dated 22/01/2021 and 149-PW(R&B) of 2022, dated 25/04/2022, to ascertain their claims.
The government had recently directed the Chief Engineers not to post any in JE in his home town.
Accordingly, the Chief Engineer, PMGSY Jammu did not post even a single JE in his home district or division, on the other hand same the Chief Engineer PWD did ‘miracle’ in Nowshera. “The Chief Engineer, PW(R&B) Jammu is alone in PW(R&B) Division, Nowshera posted three JEs who were recalled from REW and working in same area”, sources said, adding that there is resentment among them over postings of these JEs in the division.
“One of JE recalled from REW and posted in PW(R&B) Division Nowshera, remained posted in Nowshera for last 15 years and reportedly he took contracts for civil works from REW on name of his wife and brother, however, he could not complete the works and funds got lapsed”, sources said. These JEs urges to Lt. Guv Manoj Sinha to take stern actions against the black sheep sitting in the Administrative Department to prevent cash for transfer system.
The Chief Engineer, PW(R&B) Jammu also did not respond to the phone call by this scribe.
